Position is located in Warren, Michigan, which is a core city of Metro Detroit.
Duties
Provide lifecycle systems engineering and management support for the acquisition, integration and fielding of C5ISR and network technologies into military product lines.
Support evolving C5ISR configurations of the platforms by developing and maintaining subject matter expertise in the assigned configurations.
Support efforts associated with systems integration of C5ISR equipment and software systems. This includes, but not limited to, gaining knowledge and understanding of hardware and software (subsystem) platform integrations.
Perform continuous management and review of ongoing C5ISR projects, programs, and products as they transition through the acquisition life from research, development, production, fielding, and sustainment.
Identify and maintain relationships with the technical stakeholders across the platform and associated C5ISR systems.
Develop, maintain, and update design documentation associated to effort and systems assigned.
Lead and participate in the preparation and execution of acquisition program plans including the associated artifacts and documentation as well as participation on technical and programmatic Integrated Product/Process Teams (IPTs).
Lead IPTs and office staff comprised of technical personnel engaged in the planning, development, engineering, production, installation and testing of assigned C5ISR equipment and software.
Represent the Program Manager (PM) and Program Executive Office (PEO) at high level conferences and meetings with representatives of other government agencies or private industry on matters pertaining to area of responsibility.
Participate in interagency technical planning and standards committees, and seminars of national and international importance.
Manage and execute contractual work directives including supporting Statement of Work development, Independent Government Cost Estimate (IGCE), technical reviews of proposals, execution of technical processes, and reviews throughout effort.
Manage program and customer interface activity between user and the developer/manufacturers of products in support of the assigned mission.
Provide lifecycle management of technical efforts with the Original Equipment Manufacturer (OEM) and/or Government organization together with Assistant Program Manager (APM) teams.
Requirements
- A three-year probationary period will be required in accordance with Lab Demo policy.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret Security Clearance.
- This position may require up to 20% of temporary duty (TDY) business travel.
- This position is a TERM position not to exceed four (6) years. This TERM position may be extended to a maximum of six year increments. This position may be terminated or converted to permanent without further competition, at management discretion.
- This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DODI 5000.66 requirements applicable to the duties of the position.
- Practitioner Career Certification must be met within 60 months (5 years) of employment.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement: Engineer (08XX Series)
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR;
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).
NOTE: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify at the DB-03 (equivalent GS 12/13 grade level): Your resume must clearly describe at least one year of specialized experience equivalent to the DB-02, (higher-end of the Pay Band equivalent to GS-11 level) in the Federal service which includes: (1) Applying systems engineering processes, methods, and tools over the project/product lifecycle; (2) Demonstrated experience including application of vehicle electronic systems design, test and integration processes; (3) Demonstrated experience with ground vehicle electrical systems architectures (military ground vehicle experience is a plus), validation and verification processes (vehicle network experience is a plus), requirements analysis, analysis of Interface definitions, and exposure to Model Based Systems Engineering (MBSE) methods and tools (e.g. use of Systems Modeling Language (SysML); and (4) Demonstrated experience leading multi-disciplinary Integrated Product Teams and Stakeholder Management in support of Army Acquisition Programs.
This position is part of the Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC), Science and Technology Reinvention Laboratory Personnel Management Demonstration Project. CCDC Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Personnel Management Demonstration Projection. The DB-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels.
