You will serve as a Mechanical Engineer in the Weapons and Aviation Systems Branch of the Engineering Department of SUPSHIP GULF COAST.

Duties

You will provide technical recommendations and decision-making in accordance with the technical guidance of NAVSEA Instruction 5400.95, as delegated by the SUPSHIP Chief Engineer via the Division Manager. You will review design and vendor drawings, shipboard system diagrams, test procedures/reports, technical manuals, and purchase technical documents to ensure specification compliance, engineering practice, and completeness of documentation. You will review contract drawings, Government Furnished Information (GFI), and Engineering Change Requests/Proposal for completeness, technical accuracy, conflicts in direction and usefulness to the shipbuilder or detail design contractor. You will participate and effectively represent the Supervisor and the Navy in the field of combat systems, system design reviews, conferences, and provides advice in defining/resolving combat, sensors, C41SR, weapons, or aviation system problems. You will serve as engineer expert to provide support between the Contractor, the Supervisor's office, NAVSEA, and other DOD Agencies in the identification of combat systems and equipment problems related to design performance and test requirements. You will evaluate and perform surveillance of contractor configuration management systems and procedures, including requests for engineering changes, departures from specifications, and classification of waivers, deviations, etc. You will develop field modification requests (FMRs) for specification changes and make recommendations to NAVSEA or other applicable commands concerning engineering decisions reserved to those activities. You will provide guidance and direction in coordinating and evaluating the contractor's combat systems testing program to ensure compliance with system and contract performance requirements. You will adjudicate or forward Test Problem Reports to the Test Development Agent. You will prepare and forward certification reports of installation, alignment, and completion of test and checkout programs to NAVSEA, NAVAIR, SPAWAR, and other DOD Agencies as required. You will participate in shipboard (dockside and at-sea) test and trials; observe equipment and system performance, documents deficiencies, resolve deficiencies, or provide expert recommendation to higher authority to assist in resolution. You will provide waterfront support to the various project offices in the resolution of engineering and testing problems and conduct and/or witness testing as requested by other SUPSHIP Departments or Naval activities. You will obtain, initiate, and apply technical data for both in-house and Contractor's use. You will ensure that the Command's mission, vision, and values are integrated into goals, objectives, work plans, work products and services, and utilize the Technical Support Management (TSM) system to ensure effective and efficient performance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-13: In addition to the Basic Education requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer leading technical issue resolution, installation, test and applicable certification evolution for U.S. Naval Weapon System, Arms, Ammunition and Explosives (AA&E) Handling and Storage and/or Combat Systems Alignment. GS-12: In addition to the Basic Education requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer supporting technical issue resolution, installation, test and applicable certifications for U.S. Naval Weapon System, Arms, Ammunition and Explosives (AA&E) Handling and Storage and/or Combat Systems Alignment. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
