Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations Facilities Program Management Section, located in Seatle, WA.
Duties
Joining Customs & Border Protection (CBP), Office of Facilities and Asset Management, will allow you to utilize your expertise program management to serve as the program's operational expert and liaison for specific field offices. This position starts at a salary of $115,793.00 (GS-13, Step 1) to $150,535.00 (GS-13, Step 10) with promotion potential to $150,535.00 (GS-13 Step 10).
In this Program Manager position you will become a key team member of Homeland Security professionals involved in assisting senior leadership in the management and direction of a variety of facilities management programs and functions that are constantly evolving; which includes supervising, through subordinate supervisors, a group of employees who are responsible for directing, implementing, coordinating, and overseeing department-wide missions and facility programs requiring the application of qualitative system and management support principles, processes, and systems. Typical work assignments include:
Planning, organizing, coordinating, controlling, and evaluating the activities of FOF PMO specific field office Area of Responsibility (AOR) in which they are located.
Serving as the primary point of contact and liaison between the FOF PMO, the assigned OFO Field Office, any strategic partners, stakeholders, local General Services Administration (GSA), and any local government entities.
Serving as the project leader for OFAM segments/office projects as a Subject Matter Expert (SME).
Coordinating with numerous types of projects, including but not limited to: Land Port of Entry, Airports, Seaports, Rail, Emergent Repairs, Delegation of Authority, Free Space, Lease Renewals, Lease Relocations, Kennels, Office Space, Firing Ranges, Vaults, among others.
Managing relevant documents such as policies, reports, architectural drawings, building plans, and cost estimates to ensure compliance with regulations and requirements, scope and estimate projects for project execution.
Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing the overall planning, direction, and timely execution of a program or several program segments.
Collaborating with heads of other organizational elements to negotiate, decide on, and coordinate work changes affecting the assigned program segment.
Providing timely, authoritative, and sound advice to the supervisor and operating officials relative to the programs managed.
Identifying problems and developing and implementing solutions; and
Providing information, alternatives, and recommendations on the current and long-range plans pertaining to managerial and administrative procedures, operations program, and financial management.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/24/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
