The position is located in the Health Administration Service (HAS) of the Michael E. DeBakey VA Medical Center (MEDVAMC) and reports to the Chief Clinical Operations-Ambulatory Care & Processing (AC&P) Section.
Duties
Identify system inefficiencies and develop studies or data collection techniques related to specific identified problems.
Organize, compile, summarize and analyze the data collected and develop reports which reflect the scope of activities, identifies trends and opportunities for improvement.
Provide administrative, technical, resource utilization and financial management of the administrative functions and operations of the service.
Coordinate ongoing data collection and perform analysis to determine optimal organizational performances.
Use available data to determine current performance, and develop and implement local performance measures as needed to assess the current status and determine areas targeted for improved effectiveness and efficiencies of business office practices.
Disseminate and/or collect information to and from administrative and clinical personnel concerning VA Directives, reports, policies, plans, procedures, methods, and actions of an administrative nature through all of the service settings of the Health Administrative Service (HAS).
Work Schedule: Monday-Friday; 7:30 am-4:00 pm, Subject to change based on the needs of the Agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with computer systems and technical aspects of the hardware and software for output/input and analyses of data; Advanced computer skills (Microsoft Word, PowerPoint, Excel, Access).
Organize materials, training documentation and records for the section.
Training and educational concepts in order to instruct all levels of employees, students, volunteers, and management.
Adjust education materials and presentations to the level of the learner in order to maximize the learning process.
Office automation skills and the use of several different software programs to enhance training programs.
HR processes, practices and policies.
Experience with contracting.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
