This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Medical Technician position providing assistance to the examining Medical Officer with applicant examination, identification of physical abnormalities and determination of applicant's fitness for military duty. This will be filled on a permanent basis.

Duties

Maintain applicant's medical records during the examination process. Manage medical consultations to include verifying doctor's orders. Prepare Drug and Alcohol Test (DAT) control logs and obtain control log signatures. Prepare packages and ship specimens to testing laboratory. Perform phlebotomy procedures to obtain blood samples for HIV and other laboratory tests. Manage medical consultations to include verifying doctor's orders. Conduct standardized medical orientation briefings to applicants. Inprocess applicants to verify their identity using previously captured biometrics (i.e. digital fingerprints and photographs). Review unique medical forms for proper format, coding and completion. Assist applicants on completion of a variety of forms required for physical examination. Track and maintain medical assessment data. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. If filled at the GS-05 level, duties will be performed in a developmental capacity under supervision.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated as non-sensitive and requires a personal security background investigation.
  • This position requires the incumbent to use restrictive and protective clothing such as surgical gloves and non-exposing footwear.
  • This position may require occasional Saturday work and occasional shift work (before 0600 and after 1800 hours).
  • This position requires incumbent to successfully complete Military Health System (MHS) GENESIS Training in order to access the MHS GENESIS System within 30 days of on-boarding and/or as required.
  • Must be able to pass a color perception (vision) examination.
  • This position requires the incumbent to be physically able to perform (demonstrate) and evaluate military physical aptitude (maneuvers) tests.
  • This position requires a blood test when hired and on a yearly basis.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-05: Applicants must clearly identify in their resumes that they possess one year of specialized experience at the next lower grade level or equivalent. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Measuring vital signs of applicants/patients (i.e. taking blood pressure, pulse, respiration readings); Collecting specimens (i.e. blood, urine, tissue) from lab or directly from patient; Cleaning and/or sterilizing medical equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: Education Substitution for GS-05: Successful completion of a full four-year course of study leading to a bachelor's degree with a major study or at least 24 semester hours in subjects directly related to the position, such as, Medical Technology/Technician, Medical Assistant, Nursing, Emergency Medical Technician, or Paramedic.(Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution for Specialized Experience for GS-05: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts.) Specialized Experience for GS-06: Applicants must clearly identify in their resumes that they possess one year of specialized experience at the next lower grade level (GS-05) or equivalent. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Assisting with physical examinations (i.e. optical, audiometric tests, electrocardiogram, and/or urine collection/processing) of applicants/patients; Performing phlebotomy to obtain blood samples while ensuring all safety precautions are followed; Operating medical equipment (i.e. audiometers, stereoscopic vision testers, and/or centrifuges) for various types of medical examinations/procedures; Documenting the medical information or patients to ensure the completion and accuracy of information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: Education Substitution for GS-06: Successful completion of at least one half year (9 semester hours) of progressively higher level graduate education leading to such a degree in a field directly related to the work of the position to be filled, such as: Medical Technology/Technician, Medical Assistant, Nursing, Emergency Medical Technician, Paramedic, or a related field of study. (NOTE: You must attach a copy of your transcripts for verification.) OR Combination of Experience and Education Substitution for Specialized Experience for GS-06: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 9. Add the two percentages. The total percentage must equal at least 100% to qualify. (You must provide a copy of your transcripts.)
