Duties

As a Senior Advisor, you will: Prepare and develop major policy, guidelines, procedures and regulations and train field office and Headquarters personnel on covered areas. Identify and resolve particularly complex or controversial individual transactional or programmatic issues and accurately interpret regulatory and policy issues related to statutes, regulations and program requirements. Serve as the point of contact with representatives of the industry, Federal, state and local government agencies, congressional interests, other external organizations and higher authorities. In addition, prepare for and make presentations at industry meetings including multifamily project Owners, management agents, tenants, lenders, investors, and Public Housing Authorities. Evaluate performance of lenders and third parties in coordination with the Multifamily Office of Asset and Counterparty Oversight Division, Office of Risk Management, the Office of Inspector General, Mortgagee Review Board, and other offices within or outside of HUD.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Interpreting and applying legislative statutes, regulations, contracts, and administrative guidance related to affordable multifamily housing programs and in turn developing proposals to support affordable housing projects (e.g., policy proposals, real estate development plans); AND - Providing guidance and recommendations to senior management and/or client organizations to achieve multifamily housing project goals and objectives; AND - Coordinating, consulting with, and providing technical assistance to program officials, residents, citizen groups, or government officials in support of a variety Multifamily housing programs. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
