About the Position: Fort Bliss supports over 30,000 troops. It is the home of the 1st Armored Division, FORSCOM deployable units, and has a full scope of base support elements. It is home to the U.S. Army Sergeant's Major Academy, William Beaumont Army Hospital, 32nd Army Air and Missile Defense Command, Joint Modernization Command, and Joint Task Force North. El Paso's climate is dry/sunny with mild winters and warm summers.

Duties

Represents the Non-commissioned Officer Leadership Center of Excellence (NCOLCOE) at meetings and/or briefings related to budget and/or manpower. Makes technical recommendations for completion and requests justification information from submitter where budget exceeds estimates in order to submit Unfunded Requirement (UFR) request. Provides guidance to directorates regarding the management of manpower programs by conducting locally directed manpower studies directed to assist with determinations regarding the effective use and distribution of manpower resources. Coordinates all proposed changes with management and supervisory personnel in order to review/implement proposed TDA change packages and/or updates for effective grade structure, accurate documentation and program requirements by directorate. Initiates local actions to meet manpower requirements and maintains continuing surveillance over requirements and authorizations.

Specialized Experience: One year of specialized experience which includes assisting with evaluating the effectiveness of management controls, work processes/procedures and practices and assisting in determining the needs of the organization by identifying problem areas/trends and recommend possible solutions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
