The primary purpose of this position is to serve as a MAJCOM Cyber security Specialist, AFGSC NC3 Security Control Assessor Representative (SCAR). Complete all required NC3 accreditation and cybersecurity requirements and tasks in accordance with DOD, USSTRATCOM, AF, and AFGSC guidance for NC3 systems and the AF NC3 Weapon system.
Duties
Serves as the AFGSC NC3 Security Control Assessor Representative (SCAR).
Instruct outside organizations on accreditation package development and submission procedures.
Provides Cyber Security Subject Matter Expertise on all NC3 Systems/Weapon Systems.
Conduct MAJCOM staff work for NC3 system security.

- Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Work may occasionally require travel away from the normal duty station.
- Employee may be required to travel on military and commercial aircraft.
- Recall to duty may be a requirement of this position.
- Must be able to obtain and maintain a Top Secret Security Clearance with access to Sensitive Compartmented Information (SCI).
- This is a testing designated position (TDP). The employee is subject to random drug testing.
- This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- ..(cont'd).. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- This is a TERM position, NTE 1 AUG 2027.
- This is an obligated position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: Applying a full range of NC3 system security principles, methods, regulations, policies, products and services sufficient to develop specifications to ensure compliance with system security requirements; Utilization of NC3 system software and system development life cycles including documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing; Plan and conduct security accreditation reviews for installed NC3 systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of NC3 security principles, concepts, practices, products, services, and policy (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating security tools and procedures.
Knowledge of authorization and assessment of NC3 system security requirements, and new or revised security measures and countermeasures based on the results of accreditation reviews.
Knowledge of NC3 system security requirements and techniques for protecting computer systems from cyber threats.
Skills in assessing NC3 system security controls and planning and executing complex, multi-faceted processes.
Ability to communicate effectively, both orally and in writing.
Ability to develop and conduct training on information security.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
