The Senior Vice President for Investments is part of the Office of Chief Operating Officer (OCOO), U.S. International Development Finance Corporation (DFC). As the Senior Vice President for Investments, you will have overall responsibility for directing the day-to-day supervision and oversight of DFC's investment operations. for leading and managing the Office of Investment Funds of the U.S. International Development Finance Corporation (DFC).
Duties
As a Senior Vice President for Investment (SVP, Investment) you will be responsible for directing the day-to-day supervision and oversight of U.S. International Development Finance Corporation (DFC's) investment operations. You will report to the Chief Operating Officer (COO). This position requires a close working relationship with the DFC's Chief Executive Officer (CEO) and business lines as well as a thorough understanding of DFC priorities and objectives. The SVP, Investment will work collaboratively across multiple DFC offices to ensure that the Agency is executing against its priorities through rigorous and efficient investment processes.
Serves as a member of DFC's senior leadership team. In coordination with the Office of the Chief Executive and the COO, leads agency-wide planning and strategic discussions.
Represents and speaks on behalf of DFC at high-level meetings, conferences, and networking events.
Establishes a culture of cooperation and collaboration in support of broader DFC priorities and goals.
Formulates and updates agency investment strategy, guidance, and policy housed to ensure DFC's underwriting and investment process is clear, standardized, and leverages industry best practices.
In collaboration with DFC Vice Presidents, ensures that staff work and investment products are consistent with established policy, underwriting guidance, and best practices.
Creates inclusive team environment that is welcoming of staff with different professional backgrounds and expertise.
Contributes to shaping and enforcing consistent standards in staff performance.
Determines resources required to accomplish strategic goals and objectives.
Exercises high professional standards in exercising the authority of this position.

Qualifications

You may qualify at the SL-00 level if you fulfill the following qualification requirements:
SPECIALIZED EXPERIENCE: Candidates must have at least one year of specialized experience equivalent in difficulty and complexity to the GS-15 level in the Federal service. Specialized experience is defined as experience in all of the following:
1. Experience with investment products across multiple asset classes (e.g., debt, equity, insurance, funds);
2. Experience with complex financial structures, lending practices and principles, and instruments for both debt and equity; AND
3. Experience with development finance and emerging markets, including in key DFC sectors such as infrastructure, energy, health, agriculture, and financial services.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Maximum of two pages per MTQ. Applicants must address the following mandatory qualifications separate from their resumes. Statements must provide specific examples that address relevant experience, accomplishments, and evidence that you possess demonstrated superior technical qualifications. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement.
1. Demonstrated ability providing effective leadership and supervision to subordinates in a multi-tiered organization.
2. Demonstrated experience defining and implementing policies and processes that support an efficient and robust investment process. Experience providing sound guidance to and oversight of transaction work products that strengthen the structuring and impact of investments.
3. Demonstrated knowledge of capital markets and emerging markets, including lending practices and principles, instruments for both debt and equity, and experience identifying, analyzing, and negotiating complex finance projects.
4. Demonstrated ability building collaborative relationships between multiple stakeholders, with a track record of working across organizational boundaries.
