This position is located in the U.S. Department of Labor (DOL), Employment & Training Administration (ETA). The mission of the Employment and Training Administration to contribute to the more efficient functioning of the U.S. labor market by providing high quality job training, employment, labor market information, and income maintenance services primarily through state and local workforce development systems.
This position is outside the bargaining unit.
Duties
Establishes short- and long-term DEIA strategies and goals, including associated measurement and monitoring plans.
Enhances ETA's DEIA program, in collaboration with senior officials and being consistent with applicable laws and merit systems principles.
Provides institutional cultural direction/data on best practices for ETA on programs and systems related to attracting, retaining and promoting a diverse workforce; and assists in the development of recruiting and marketing materials to promote employment opportunities and attract top talent.
Defines standards of success for diversity, equity, inclusion and accessibility efforts based on leading policies, and practices within the public and private sectors.
In collaboration with agency working groups and senior leadership, cultivates and maintains a hub for learning and applies innovative solutions to make agency improvements.
Drives continual change and process improvement through the establishment of human-centered design principles and practices throughout the agency.
Works with ETA Senior management officials and internal working group to facilitate, collaborate and provide guidance and direction to cross-functional teams within ETA to influence organizational barriers that preclude diversity, equity, inclusion,
and accessibility within the agency.
Develops and maintains relationships with individuals and organizations with access to appropriate candidate sources to conduct trend and benchmarking analysis related to recruitment methods, employee satisfaction, and retention to inform best practices and aligned processes for optimizing DEIA in ETA.
Present sensitive recommendations to ETA agency and Department leadership; to obtain compliance with policies from activities throughout ETA, to articulate positions/policy of vast technical complexity and to represent ETA on high level special task forces.
Provides guidance, advice, and support to ETA leadership on Diversity, Equity, Inclusion, and Accessibility program matters assigned by the Assistant Secretary.
Reviews, accesses, and reports on whether ETA's agency recruitment, hiring, promotion, retention, professional development, performance evaluations, pay retention and compensation policies, reasonable accommodation access, and training policies are equitable.
Identifies and advocates diversity, equity, inclusion, and accessibility training and awareness opportunities, as well as agency training needs. Keeps up to date with developments in the private sector and across government agencies; seeks out best practices; and identifies and leverages opportunities for adaptation and application.
Designs develops and implements an ongoing internal communication strategy to provide a mechanism for continuous organizational feedback regarding ETA DEIA strategy, approach, and plans.
Centers equity and social justice in all projects and processes.
Incumbent serves as a confidential employee under 5 USC 7112(b)(3) in that during the normal performance of their duties will have access to confidential information and a component of their daily duties will be as a confidential assistant to the agency head in the performance of their Diversity Equity and Inclusion Officer role.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.

Qualifications
Applicants must demonstrate in their resume 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience is defined as the following, you must meet all:
Providing recommendations to leadership that promotes the overall efficiency and effectiveness of Diversity, Equity, Inclusion, and Accessibility efforts.
Developing and establishing strategic plans, goals, policies, and/or procedures involving diversity, equity, inclusion, and accessibility in the workplace.
Analyzing data, developing strategies and/or implementing projects by leading work groups related to diversity and inclusion program goals and objectives.
