The incumbent of this position serves as a Supervisory Program Specialist for the VISN 7 Network Human Resources (HR) Office and is responsible for directing and performing administrative functions that include administration, HR management, budget and finance, management and program analysis, support services, file/document control and a variety of related administrative matters in support of the HR Shared Service Units (SSUs).
Duties
The major duties of the Supervisory Program Specialist position include, but are not limited to:
Providing overall administrative management for the designated Network HR Office SSUs.
Advising management and staff in the interpretation and application of administrative procedures.
Drafting administrative documents (i.e. memorandums, business cases, decision documents, congressional responses, etc.) that are concise, clearly worded and with special attention to proper grammar, spelling, and punctuation.
Managing the overall supply needs, services, material movement, and real property for the designated SSUs.
Assisting managers in projecting staffing needs (i.e. analysis workload reports and trends).
Assisting managers with the development of position descriptions and job analyses.
Preparing performance standards, evaluating performance, conducting progress and annual appraisals, and initiating performance counseling as needed for subordinate staff.
Determining workload priority, conducting quality reviews of work product and providing timely feedback. Using quality review to identify developmental needs and provide training as necessary.
Serving as the hiring official for Network office vacancies including developing the job analysis and rating tools for vacant positions, conducting interviews, and making selection decisions.
Performing budget execution functions to ensure that expenditures are consistent with budget formulation plans.
And other related duties as assigned.
Work Schedule: 8:00 AM to 4:30 PM, Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served at least 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is experience that was performed under close supervision which equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include, but are not limited to: managing and administering a comprehensive administrative program for a network wide Human Resources (HR) program; providing administrative policy interpretation and implementation; advising executive leadership, management, and staff on administrative programs and processes; executing a budgetary and financial management program; performing supply and resource management functions including workforce planning; and applying knowledge of grammar, spelling and punctuation when drafting a variety of documents and correspondence.
Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
