Supervisory Program Specialist for the Network Human Resources Office responsible for directing and performing administrative functions that include administration, human resources management, budget and finance, management and program analysis, support services, file/document control and a variety of related administrative matters in support of the Shared Service Units. The incumbent manages the administrative matters relating to ongoing, daily successful operation of the Service.
Duties

Assigned Duties but are not limited to :
Provides direct supervision for the designated Network Human Resources Administrative Team.
Applies new processes, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork (i.e. memorandums, business cases, decision documents, congressional responses).
Advises management and staff in the interpretation and application of administrative procedures.
Establish and manage extensive stakeholder database and shared drive for Network-wide communication
Develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations.
Manages the personnel management program for the designated Administrative Team. Acts as the liaison concerning personnel-related matters.

Conduct analyses of complex functions for the purpose of adjusting work processes to improve their effectiveness so they meet performance metrics
Provides direct supervision to for the designated Network Human Resources Office Administrative Team.
Develops job analysis and rating tools for vacant positions within team.
Interviews and selects candidates to fill vacancies.
Prioritizes workload and conducts work review, monitors accomplishment, ensures quality, and provides timely feedback.
Provides advice to management and program personnel on budgetary and finance issues related to the Administrative Team.
Maintains oversight of the Administrative Team budget to fund control points.
Oversees the management and publication of website content for designated Shared Service Units.
Work Schedule: 8:00AM - 4:30 PM Monday through Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process for highly qualified applicants.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, September 11, 2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: mastery of a wide range of qualitative and/or quantitative methods for the development and management of an effective administrative program through the assessment and improvement of complex management processes and systems , full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas, ensure compliance with established policies, practices, procedures and controls, skill in adapting analytical techniques and evaluations criteria to the measurement and improvement program effectiveness and /or organizational productivity, and identify problem and potential problem areas based on daily observance or studies.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
