The incumbent is a Management Analyst for the Charlie Norwood VA Medical Center (CNVAMC) within the Chief of Primary Care Service, with primary responsibility for monitoring and coordinating medical center activities to optimize resource utilization, information management, consult management and workload capture. The incumbent provides operational support and expertise to the Primary Care Service, participating in leadership discussions, decisions, and policymaking.

Duties

Duties include but not limited to: Conducts conventional studies on particular operational processes, issue topics or related special projects. Interprets findings, develops constructive recommendations for solving significant problems, and persuades management officials to adopt substantial changes to increase production, workflow and related areas of management analysis. Analyzes and advises on data gathered; organizes and maintains information and data and reports to supervisor and chief Assists supervisor and management with human resources matters by assisting with coordination of organizational needs with office requirements; helping to direct the initiation and processing of personnel actions; and facilitating the accomplishment of various human resources management programs Incumbent tracks routine deadlines initiated by internal reviewing officials to ensure timely submission of responses and actions Responsible for maintenance of office operations and overall systems flow and for programmatic requirements Assists management in the preparation and maintenance of contracts to procure equipment and services needed for the function of the clinical service in the role of a Contracting Officer Representative (COR) Assists with the evaluation of budgetary and fiscal data for consistency with previous estimates, current levels of program operations, and anticipated changes in mission, staffing, and funding levels. Provides technical advice to clinic personnel primarily at the clinic director and Service Line management level regarding scheduling, clinic profiles and workload. Communicates effectively with a wide variety of professional and non-professional individuals. Actively participates in meetings or presentations to discuss goals, objectives and needs Leading team members to ensure analytics, goals, are being met using accurate and timely clinic management tools for their designated services/clinics. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 and for a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in providing guidance and oversight of activities related to data analysis of workload capture, resource utilization, information management, revenue enhancement, and quality metrics. Reviews ongoing data collection and performs analysis to determine optimal organizational performance. Expertise in a wide variety of computer and data management packages and VA databases including Clinic Practice Management Dashboard, VISTA, CPRS, SAIL, Power BI, SHEP, Pyramid to provide regular and timely reports on workload capture, resource utilization, and information management. Analyzes utilization trend data on a weekly, monthly and quarterly basis to verify the accuracy of the data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances, and recommend appropriate actions and/or alternatives. Advises leadership for complex, internal and external issues involving workload, resource use, and information management. Assist in projects and studies that will impact on the overall functions of the services in such areas as, work methodology, processes, access, workflow, system design. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. An equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in providing guidance and oversight of activities related to data analysis of workload capture, resource utilization, information management, revenue enhancement, and quality metrics. OR, Combination: Applicants may also combine education and experience to qualify at this level. An equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as books, and papers. No special physical requirement necessary to perform this work.
