The Management Analyst will serve in a developmental capacity designed to provide the knowledge, skills, abilities and experience necessary, leading to the full performance level. The incumbent will organize work to achieve approved goals, consulting with the supervisor when problems are encountered.

Duties

Responsibilities include but are not limited to the following: Broad knowledge of healthcare data systems, Electronic Health Record (EHR) and principles relating to those areas. Extensive knowledge of VISTA clinical packages order entry results reporting (OERR) computerized patient record system (CPRS) text integration utilities (TIU). Knowledge of computer hardware including CPI keyboard printer, speaker modems, scanners, CD/reader/writer etc. to include installation and operation. Purchase Card Holder acquisition regulations for both Federal, VA and local to include 8A, small business, Javits Wagner O-Day Act, and mandatory sources. Green Environmental Management Systems (GEMS). Knowledge of capital ADP information security polices and procedures. Presentations of statistical data and development of complex spreadsheets, charts, and graphs used in reports by other staff. Provides knowledge in the design of decision support tools that improve healthcare efficiency, effectiveness and safety. Applies statistical analyses and interprets their significance, including validity of measure. Assists clinical end users in re-engineering processes for clinical efficiency and documentation. Perform other duties as assigned. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent might be required to move from one geographic location of the facility to another. with occasional travel to the Community Based Outpatient Clinics (CBOC) in South Carolina and Georgia. The work places no special physical demands on the employee. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 & For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-07: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in the following: management principles, practices, processes and techniques health care delivery system; healthcare data systems, Electronic Health Records (EHR); excellent written and verbal communications; developing spreadsheets, documents and presentations to graphically display data; healthcare processes as they relate both inpatient and outpatient care; financial and professional subject matter in order to maintain accurate records; medical terminology treatment modalities; quality assurance activities for nursing services; VISTA clinical packages order entry results reporting (OERR) computerized patient record system (CPRS) text integration utilities (TIU) and various software packages including Microsoft Word, Excel, Outlook and Access; analyzing workflows and the ability to revise or develop procedures, techniques, or operational concepts; data life cycle including data design, collection and management to input to retrieve, analyze, summarize and present information effectively; prepare policies, procedures, memoranda and training materials, including concise, understandable charts and graphs and other briefing materials. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have completed one (1) full year of graduate level education. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Superior Academic Achievement in an academic field which demonstrates the knowledge, skills and abilities necessary to do the work of a Management Analyst. you must have completed all the requirements for a bachelor's degree from an accredited college or university. You can qualify for Superior Academic Achievement by one of the following three ways: 1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the School of Business Administration, based on completed courses; 2) Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; 3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in a qualifying national scholastic honor societies, as determined by the Office of Personnel Management. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. NOTE: Transcripts must be submitted with application.
