The position serves as Administrative Officer for Engineering Services. He/she provides a variety of complex administrative management services essential to the operation/direction of Engineering Service. The administrative management duties are unique in that Engineering Service provides a complex blend of services which include; professional engineering services, a diverse facilities maintenance team made up of dozens of journeyman, tradesmen, biomedical services and interior design.
Duties
Duties may include:
Establishes strategic goals and priorities; uses advanced business and organizational analysis to identify and assess problem definitions and potential solutions.
Creates framework for reviewing large volumes of unorganized data; probes for and points to subtle and unclear relationships in highly complex matters and evaluates the merit of problem definitions and potential solutions.
Anticipates the possible outcome of potential solutions; systemically identifies and resolves complex issues; educates senior leaders as to the solution. Makes sound decisions when the data is extremely limited, conflicting, or nonexistent and the solutions are unidentified.
Takes appropriate risks in decision making while keeping the best interest of the organization in mind.
Weighs factors and perceives impact and implication of decisions in adversity or demanding situations.
Understands the mission, functions, and culture of the organization.
Demonstrates in-depth knowledge of organization policies, procedures, rules, regulations, and guidelines.
Educates others on organizational programs and policies.
Provides expert guidance to management and others on the budget, cost, programs, concepts, principles, polices, procedures and requirements. Explains and recommends budget options to management and decision-making officials.
Develops and implements new procedures to prevent potential issues in the future related to budget, cost, schedule, and expenditures.
Work Schedule: Monday through Friday; 8:00am-4:30pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Familiar with administrative principals and techniques such as organizing, planning and preparation of reports and budgets.
Establishes and formats policies, procedures, and long-range administrative plans.
Orchestrates assignments and other personnel actions, writing position descriptions, preparing performance requirements and appraisals, and coordinating training and development.
Prepares timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave.
Evaluates facility program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of administrative problems and conflicts.
Create presentations and reports; coordinating and scheduling meetings; maintaining and updating department or service-level budget and financial needs.
OR,
Education: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required).
OR,
Combination of Specialized Experience and Education: Equivalent combination of specialized experience and successfully completing graduate education in excess or 2 full years of progressively higher graduate education leading to such degree. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.) (transcript required)

Physical Requirements: Work is not physically demanding. The work is primarily sedentary, although some slight effort may be required. The position requires work to be performed in and near patient care areas. Work may require some travel.
