The Inventory Management Specialist at the full performance level of a GS-9, serves as an Inventory Manager in the Commodity Management Division of the Logistics Service at the Tomah, WI VA Medical Center and supports catchment area and is responsible for the inventory management of expendable (EX) materials and supplies.

Duties

Duties include: -Acts as central point of contact for the coordination of commodity support and resolution of logistics problems. -Acts as focal point for new EX supply procedures. -Makes decisions and commitments for the medical center on medical/surgical supplies. -Uses quantitative analysis and historical usage patterns when conducting research. -Utilizes performance measures to conduct forecasting and quantitative analysis. -Conducts planning for EX and DME items utilizing computerized planning tools. -Analyzes data to include demand history, program requirements, VA operations, procurement lead-time, current stock levels and other factors which impact procurement. -Balances competing priorities including clinical requirements and budget constraints. -Uses and applies inventory principles, standards and non-standard methodologies and concepts to determine need to intervene in the supply system due to fluctuations in rates of usage, cost, availability, etc. -Engages with customers to make recommendations for product changes, substitutions, and additions to product lines. -Performs analytical work to manage, regulate, coordinate or otherwise exercise control over EX supplies .-Determines, regulates and controls the level and flow of supplies from the initial planning stages through procurement, storage, issue, utilization and disposal. -Forecasts short and long range inventory needs.-Participates in strategic planning sessions to ensure that EX and DME needs are met while considering cost, policies/procedures, sources of supply and other variables. -Develops acquisition strategies to acquire and purchase DME. -Conducts data analysis for acquisition planning associated with DME. -Analyzes and advises the customer on supply/DE purchases recommendations utilizing the "best value" approach. -Conducts market research on product pricing and performance. -Manages inventory, sets initial stock, par levels, and reorder points. -Authorizes changes in expenditure and stock levels based on usage requirements and budgeting considerations. -Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvement. -Performs other relates duties as assigned. The Inventory Management Specialist serves in a developmental capacity at the GS-7 level. Key functions will be similar to those described at the full performance level of the target position (GS-9). However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level. This is a developmental position which composes a career ladder structure to the target level of an Inventory Management Specialist, GS-2010-9, PD #18070A. Advancement to the target level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the target position, and is capable of taking on expanded duties and responsibilities with greater independence. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-7: One (1) or more years of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Inventory Management Specialist at the GS-7 level. To be creditable, this experience must have been equivalent to at least the GS-05 level in the Federal service. Specialized experience includes experience gained working in a logistic setting and using or in support of inventory management policies and procedures, data processing requirements, and maintaining inventory control records in an automated system; experience in searching for and analyzing information and tracing sequences of inventory management transactions to resolve questions; providing supply information and reports to inventory customers; experience in position that required the use of supply principles, planning, inventory and accounting methods; and experience with inventory management systems and computer database applications, such as GIP or similar expendable inventory management system and office software programs. --OR-- Education GS-7: Successful completion of 1 full year of graduate level education; --or-- have completed a 4-year course of study leading to a bachelor's degree in any field and have superior academic achievement (S.A.A). S.A.A. is based on (a) graduated in the top third of class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration. (b) Graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. (c) Graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. (d) Member of a national scholastic honor society. TRANSCRIPTS REQUIRED. --OR-- Combination Education and Specialized Experience GS-7: Applicants may also combine education and experience to qualify at the GS-7 level. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. TRANSCRIPTS REQUIRED. Specialized Experience GS-9: One (1) or more years of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Inventory Management Specialist at the GS-9 level. To be creditable, this experience must have been equivalent to at least the GS-07 level in the Federal service. Specialized experience is defined as, experience require comprehensive knowledge of a wide range of complex, standard, and non-standard inventory management and planning principles, concepts, and methodologies; practical knowledge of fiscal management requirements, budget execution, and reconciliation procedures; practical knowledge of procurement law and purchase care program; ability to search and analyze information, trace sequences of inventory management transactions to resolve questions, prepare entries for records systems, provide supply information and reports, and eliminate problems in delivering services to inventory customers; broad knowledge of technical characteristics and uses of medical and non-medical devices; broad knowledge of computerized inventory systems and ability to download and upload data to the appropriate databases; comprehensive knowledge of the GIP or similar EX inventory management system and the ability to use various computer database applications and office software programs; and ability to utilize effective communication techniques and methods. --OR-- Education GS-9: A masters or equivalent graduate degree or successful completion of two (2) full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related to the Inventory Management Specialist position, obtained in an accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. TRANSCRIPTS REQUIRED. --OR-- Combination Education and Specialized Experience GS-9: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
