The Environmental Protection Specialist will be assigned to the Safety Section, Engineering Service, Boston Veterans Administration Health Care System, Veterans Integrated Service Network (VISN 1), Veterans Health Administration, Department of Veterans Affairs, Jamaica Plain, MA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Aids the GEMS Coordinator coordinating the effo1ts of the VA Boston Healthcare System staff involved with the GEMS to ensure that the GEMS is developed and implemented in accordance with VHA and medical center policy and guidance. Serves as an expert on issues related to environmental statutes, environmental policy, and Occupational Safety and Health Administration requirements. Applies environmental science and technology to demonstrate relationships between the operation of the BHS with human health, ecosystems, environmental media, and natural resources. Collaborates with the engineering staff provides technical expertise for the design modification, operation and maintenance of facilities and infrastructure to ensure compliance with environmental regulations. Provides oversight and technical assistance for a wide range of environmental activities. Manages the domestic and industrial wastewater treatment and disposal; safe drinking water; treatment, storage, and disposal of hazardous and non-hazardous solid waste; release of hazardous material/spill response; air pollution control; environmental media permitting; toxic substances, underground storage tanks and general environmental regulatory oversight. Develops and assists other services with development and implementation of environmental policies, procedures, and systems. Advises management on how environmental policies, procedures and systems will affect the operation of the VABHS. Prepares and presents to upper-level management budgetary information related to environmental programs. Reviews how expansion, modifications, closures of existing facilities and infrastructure and new construction of structures and infrastructure will affect the environment. Provides information that will minimize adverse impacts to human health and the environment and reduce the VABHS's vulnerability. Participates in development of training programs and instruction for personnel, preparing course agenda, plans for demonstrations, drills and giving technical instruction on matters related to environmental compliance and preparedness. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. and SPECIALIZED EXPERIENCE GS-11: having one (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes Knowledge of environmental principles, practices, procedures and standards applicable to a full range of complex management responsibilities; the planning, organizing, directing, operating and evaluation of an environmental compliance and management program; work processes, procedures, equipment, facilities, materials, and activities sufficient to build and sustain a quality environmental management program; training techniques sufficient to conduct training; and terminology used in the areas of environmental protection. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-11: having have three (3) full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree or LL.M, if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, eighteen (18) semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPT REQUIRED) OR COMBINATION OF EDUCATION AND EXPERIENCE GS-11: having an equivalent combination of education and specialized experience (as described above) to meet the requirements. (TRANSCRIPT REQUIRED) You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationsComplianceEnvironmental EngineeringTechnical CompetenceTechnical Credibility IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is performed in a wide range of environments and may involve exposure to potentially hazardous conditions such as asbestos, chemicals, extreme temperatures and damaged or defective buildings and structures. Work activity may involve prolonged periods of sitting, standing, climbing, work in cramped spaces, walking and bending. The Environmental Protection Specialist occasionally lifts and moves moderately heavy objects. Some degree of agility and dexterity is required to conduct environmental surveys and inspections.
