Employee will be assigned to Engineering Service, Green Environmental Management Systems (GEMS), VA Boston Healthcare System, Jamaica Plain, MA. The Environmental Protection Specialist is responsible for coordinating, developing, and implementing the GEMS Program.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Provides assistance to the GEMS Coordinator and coordinates the efforts of the healthcare system staff involved with the GEMS to ensure that the GEMS is developed and implemented in accordance with VHA and medical center policy and guidance. Ensures that the GEMS results in findings and conclusions that leads to continual improvement of environmental programs. Applies environmental science and technology to demonstrate relationships between the operation of the healthcare system with human health, ecosystems, environmental media, and natural resources. Provides leadership and direction to management and professional and technical personnel regarding the continued implementation of the facility GEMS. Provides technical expertise for the design, modification, operation and maintenance of facilities and infrastructure to ensure compliance with environmental regulations (and in collaboration with engineering staff). Provides oversight and technical assistance for a wide range of environmental activities. Assignments include but are not limited to: domestic and industrial wastewater treatment and disposal; safe drinking water; treatment, storage, and disposal of hazardous and non-hazardous solid waste; air pollution control, etc. Develops and assists other services with development and implementation of environmental policies, procedures, and systems. Advises management on how environmental policies, procedures, and systems will affect the operation of the healthcare system. Evaluates, modifies, and implements pollution prevention alternatives to reduce the generation of waste. Manages and/or provides technical advice regarding response lo environmental emergencies including releases/spills of hazardous material. Conducts annual internal audits of environmental compliance activities, prepares reports of findings, and develops and implements corrective actions. Performs other related duties as assigned. SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: planning, implementing, and evaluating an environmental protection program; administering a green environmental management program/system; ensuring compliance with applicable laws and regulations; advising management and providing technical advice on environmental programs; developing and implementing environmental policies and procedures; conducting audits; and preparing reports. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed in a wide range of environments and may involve exposure to potentially hazardous conditions such as asbestos, chemicals, extreme temperatures and damaged or defective buildings and structures. Work activity may involve prolonged periods of sitting, standing, climbing, work in cramped spaces, walking and bending. Incumbent occasionally lifts and moves moderately heavy objects. Some degree of agility and dexterity is required to conduct environmental surveys and inspections.
