Duties
Major duties and responsibilities are summarized below.
Technical, Clinical, and Administrative Oversight and Management
Provides technical, clinical, and administrative oversight and management for all aspects of Counseling and Advocacy services (including services in Clinical Counseling, the FAP, SAVI, Victim Advocacy, Critical Incident Intervention, and NPS) at FFSP under the auspices of the region to ensure comprehensive, coordinated, and effective services in compliance with legislation, governing instructions, policies, and standards.
Serves as the technical advisor and subject matter expert to the Regional FFSP PM, other regional personnel, and FFSP personnel regarding Counseling and Advocacy services.
Oversees and takes appropriate action to ensure implementation of pertinent laws, instructions, policies, procedures, and standards at FFSP throughout the region.
Develops regional plans, instructions, directives, policies, Standard Operating Procedures, protocols, and programs for delivery of counseling and Advocacy services in compliance with requirements.
Performs ongoing needs assessments of Counseling and Advocacy programs and service delivery.
Serves as regional Point of Contact for inquiries/complaints from commands, agencies, and individuals; for Inspector General investigations; and for Congressional inquiries regarding Counseling and Advocacy services.
Implements credentials reviews and privileging procedures and an ongoing QA program including records audits, clinical care reviews, client/command surveys, and clinical supervision/consultation for all clinical supervisors.
Guidance, Consultation, and Assistance
Provides ongoing technical, clinical, and administrative guidance, consultation, and assistance regarding all aspects of Counseling and Advocacy services to FFSP personnel and to other related personnel.
Provides guidance, consultation, and assistance to aid the FFSP in achieving full and ongoing compliance with FFSP accreditation standards related to Counseling and Advocacy services.
Provides clinical and technical consultation for difficult and/or complex cases.
Serves as a consultant to the Case Review Committees (CRC) within the region. Assists in addressing requests for CRC reviews, particularly those involving reviews by the NAVPERSCOM Headquarters Review Team and/or by other CRC within the region.
Conducts, sponsors, and/or coordinates clinical and technical training for FFSP Counseling and Advocacy personnel on the policies, procedures, skills, and knowledge needed to provide services in compliance with requirements and standards.
Regional Coordination and Collaboration
Maintains ongoing coordination and collaboration with other regional Program Services Managers and FFSP personnel to address regional and Base Counseling and Advocacy service issues and community support issues.
Works with Base and unit commanders and FFSP personnel to ensure coordination, cooperation, and collaboration among commands and military and community partners in providing Counseling and Advocacy services to address Base needs.
Develops, implements, and maintains Memoranda of Understanding with governmental, military, and civilian community organizations to support effective coordination and service delivery.
Serves as regional liaison with NAVPERSCOM and CNI for Counseling and Advocacy matters.
Maintains ongoing coordination, consultation, and collaboration with other Regional CAC.
Regional Clinical Credentials, Privileging, and Quality Assurance Implementation
Serves as the Technical Advisor for the regional Designated Privileging Authority.
Provides oversight management and coordination to ensure implementation of credentials and privileging requirements and procedures for FFSP clinical personnel within the region. Develops written protocols that assign responsibilities and specify procedures for the clinical privileging and periodic review of providers. Provides ongoing consultation and assistance to FFSP personnel regarding implementation.
Ensures establishment of current clinical competency for Tier II and III providers and granting of privileges (initial and renewals) in accordance with Corporate Privileging Authority recommendations and provider competency.
Ensures establishment and ongoing implementation of all required Quality Assurance (QA) activities for all clinical services.
Provides recommendations, notifications, and technical support, coordination, and logistical management for Critical Incident Review Committees, Investigations, and Peer Review Panels in response to allegations regarding clinical providers.

Qualifications

A Masters Degree in Social Work from a school accredited by the Council on Social Work Education (CSWE); OR Masters Degree in Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE); OR Doctoral degree in Psychology from a program accredited by the American Psychological Association (APA); AND
A current state license or state certification that provides legal authority to provide clinical services as an independent practitioner; AND a minimum of two years full-time, post-masters supervised clinical experience; AND
A minimum of two years full-time, post-licensure clinical experience in a clinical setting; AND
A minimum of one-year post-masters clinical experience in the assessment and treatment of child abuse/neglect and/or spouse abuse.
Must be sufficiently mobile to make site visits to military and civilian facilities throughout the region and to undertake frequent travel for assist visits, working groups, conferences, and accreditation support.
Frequent travel to other military and civilian locations Navy-wide is required.
Must possess or be able to obtain a Confidential/Secret Security Clearance.
