This position is part of the National Archives and Records Administration, in Research Services Central Office. The Archivists are responsible for access review, description, arrangement, preservation, automation development and maintenance, and reference service on textual, non-textual, and electronic records. The incumbent will be dedicated to Special Projects, including the Civil Rights Cold Case Records Collection project.
Duties
As an ARCHIVIST, you will:
Advise Independent Counsels on the proper disposition of their records and assist them in maintaining the office's records in a manner appropriate for their use and for NARA when they are accessioned.
Monitor and implement FOIA policy changes that develop through the litigation of FOIA lawsuits, DOJ guidance, and NARA policy.
Serve as official NARA representative in dealing with other agency officials, including legal counsels, FOIA officers, and other FOIA specialists, in order to resolve complex access issues. Coordinate declassification review under the Freedom of Information Act with other agencies as necessary.
Perform reference service that requires an in-depth knowledge of the records of the Program and of the access provisions governing them, a broad familiarity with the history and mission of the originating agencies, and a detailed understanding of the significance of these records to the history of the United States.
Create and maintain pages for NARA's Website. Make recommendations regarding records to be considered for the Electronic Access Project. Recommend to the Program head new descriptive techniques and tools to assist in improving reference and research work within assigned area.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Interacting with internal and external stakeholders to manage frequently changing priorities, as well as developing relationships and collaborating in a team environment
AND
Demonstrating expertise in automation innovations, which may include the ability to create and maintain electronic tracking and descriptive systems to comply with access requirements, and performing archival functions on accessioned records in electronic format
AND
Providing guidance on archival records regarding archival holdings, disposition standards, archival value and/or reallocation of records
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-13, you must have been at the GS-12level for 52 weeks.
Education
Individual Occupational Requirement:
Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
