This position is located on the state office, United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS).
The primary purpose of this position is to provide assistance to the Assistant State Conservationist (ASTC) for Management and Strategy staff. The position conducts detailed analysis of functions, processes, and data pertaining to the effectiveness, efficiency, and accountability of administrative programs and work operations in the state.
Duties
Provides input and recommendations for the State NRCS Quality Assurance Plan. This includes the development, training, and implementation of the plan.
Assists the State Leadership Team designing and implementing business tools for use, writing instructions on the use of these tools, and providing subsequent training and technical support on the implementation.
Analyzes program and staffing trends/projections and makes recommendations to the State Leadership Team. Conducts workload analysis or workforce planning and efforts.
Assists the ASTC and other Leadership Team members and program personnel in managing the state's agreements and processes pertaining to agreements to ensure agreements are legally compliant with program rules and fund integrity.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-12
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service that included:
Conducting studies and/or evaluations of a program to recommend ways to improve the effectiveness and efficiency of operations;
Preparing reports and presentations that communicate identified deficiencies and proposed corrective actions;
Utilizing a wide range of computer systems and office automation software to prepare spreadsheets, utilize databases, and produce reports; and
Assisting staff with managing agreements and ensuring agreements comply with program rules.
