This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

This program analyst position is a NH-0343-03 with a salary range of $90,751-$140,293, located at Fort Gregg-Adams, VA, PM DIBS
Duties
Independently develops plans and methods to accomplish objectives, conferring with supervisor to resolve issues involving matters of priority and/or policy.
Organizes, plans, directs, coordinates and executes programs to accomplish PEO EIS initiatives to design develop and implement an architecture to modernize or automate the Army logistics process.
Maintains expertise in state-of-the-art and advances thereof in the fields of system simulation and/or modeling techniques.
This includes languages, software/hardware, by review of scientific literature, discussions with Government development agencies, industry and the academic world, and attending symposiums and seminars.
Gathers, analyzes, and presents facts to analyze modeling and plans simulations and/or applications requirements for PEO EIS utilization.
Performs action officer duties within cybersecurity, Network Security, Network reliability/Availability, or IT policy or Plans initiatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.

Basic Requirement for Computer Scientist:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: (1) Providing consultation and instruction to functional area users on complex database and file accessing techniques, search strategies, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques, and testing techniques of an enterprise resource planning system within a cloud-based environment; AND (2) Applying analytical reasoning, evaluation, and communication skills in order to define and documented requirements and specifications needed to meet objectives and program mission.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-02 (or GS-11 equivalent).

The Army Civilian Education System (CES) is a structured, progressive, sequential program which broadens the targeted civilian educational training base. It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
- The Foundation Course (FC) is required for all employees hired after 30 September 2006.
- The Supervisory Development Course (SDC) must be completed within one year of placement into the position.
- For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
