The primary purpose of this position is to serve as Deputy Chief of the Flight Safety Division for Air Force Global Strike Command (AFGSC). Oversees design, implementation, and management of programs to include flight safety, risk management, and mishap prevention.

Duties

Plans, organizes, directs and evaluates the activities necessary to the overall management of comprehensive Safety programs for all areas of a MAJCOM engaged in very complex activities which critically affect a major military readiness program; serves as flight safety advisor to the AFGSC Commander on worldwide contingency and combat operations. Provides technical and policy expertise regarding safety programs with responsibility for safe and healthful working conditions for over 25,000 AFGSC personnel at 5 main bases, two Numbered Air Forces, and 141 aircraft; uses expert knowledge of safety principles, laws, regulations, and precedent decisions to manage a flight safety program exclusively or to assist the Air Force program manager in providing technical and/or policy guidance. Exercises MAJCOM responsibility for mishap response and investigation in all areas required by Air Force regulations and requirements for which the command is responsible; manages AFGSC Safety manpower assets, justifying and defending military and civilian manning requirements for the command. Participates on Crisis Action Team (CAT) during periods of intensified operations. Participates on Response Task Force (RTF) in support of nuclear weapons incidents or exercises.

  • Work regularly requires travel away from the normal duty station.

  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a drug testing designated position. Incumbent is subject to random testing for drug use.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of qualifying specialized experience includes expert knowledge of Air Force Safety Instructions, safety standards, procedures, methods, and techniques applicable to a broad range of air safety duties sufficient to manage a specialized safety program for a MAJCOM with diversified and worldwide locations, large numbers of personnel in a wide variety of occupations and sensitive, costly property and equipment and to serve as technical authority in making significant air safety decisions or recommendations, expert knowledge of the body of laws. regulations. policies. and procedures related to flight safety to sufficiently determine compliance with applicable regulatory provisions during Safety Program Evaluations, and expert knowledge of the requirements, methods. and techniques of accident and mishap investigation of normal to flight safety risk areas to include fact-finding, analysis, risk assessment. and resolution of safety problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established aviation safety and Risk Management principles, practices, procedures, laws, regulations and current legislative issues as they relate to management of aviation safety programs. Knowledge of the requirements, methods, and techniques of accident response, mishap investigation, formal reporting, and monitoring of mishap recommendations pertaining to tactical and strategic aviation as fixed- and rotary-wing aircraft. Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions. Skill to plan, organize work, establish objectives or performance goals, assess progress, and meet deadlines to develop, implement, and coordinate a complete Safety program. Ability to research, analyze, interpret and apply rules, regulations, and procedures. Ability to establish and maintain relationships with key individuals/groups outside immediate work unit, to work cooperatively as a member of a team, and to gain cooperation from others through tact, courtesy, diplomacy, and consensus. Ability to coordinate and integrate the work of activities of several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. Ability to deal with widely diverse individuals and groups in gaining support for program goals and working out solutions to problems. Ability to communicate effectively, both orally and in writing. Ability to use computer software programs to review and analyze data, communicate with worldwide subordinate organizations and present information to senior officers clearly and succinctly. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
