The senior Human Resources Specialist (ER/LR) is responsible for providing advice on the application and provisions of Federal employee and labor relations statutes, regulations, and case law in an operations environment. Serves as technical advisor in the preparation of disciplinary, adverse, performance-based actions and other management initiated non-disciplinary actions.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience applying laws, regulations, policies, procedures, and rules to address a range of employee relations and labor relations issues.
Experience performing a range of labor and employee relations functions (i.e., providing guidance, consultation, and assistance in the areas of performance, conduct discipline, adverse actions, grievances, and appeals).
Experience performing investigations and management inquiries into sensitive employee and labor relations issues.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience applying Human Resources Management advisory and technical services specific to employee and labor relations including advising and providing guidance on issues and/or problems.
Experience analyzing and recommending appropriate administrative or management strategies to address labor management issues working directly with union officials to develop and promote alternative resolutions to disputes.
Experience providing technical advice and consultation services to managers and customers on employee and labor relations actions (e.g., grievances, contract negotiations, conduct, disciplinary actions, performance-based actions, alternative dispute resolution, unfair labor practices).
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Employee Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution.
Labor Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements.
Influencing and Persuading (Negotiations): Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
