This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS). The OHS is the principal medical, workforce health and safety and public health authority for DHS.
The primary purpose of this position is performing and managing all Employee Assistance Program (EAP) matters pertaining to administration of the program throughout the Headquarters program elements.
Non-BU: This is a non-bargaining unit position.
Duties
As an EMPLOYEE ASSISTANCE PROGRAM SPECIALIST, GS-0101-14, your typical work assignments may include the following:
The incumbent serves as the subject matter expert in the development and execution of employee assistance and organizational wellness programs throughout the organization.
The incumbent performs or directs the performance of studies and analysis of issues associated with these programs which are of major significance to top agency officials.
Monitors technical aspects of broad programmatic issues to ensure successful execution, recommending changes or solutions to problems or redirection of efforts as required.
Provides subject matter expertise to managers, other staff policy makers, and to Component POCs throughout the Department.

Qualifications
BASIC REQUIREMENTS:
1. I have completed a full 4-year course of study leading to a bachelor's degree, with major study in behavioral or social science, or related disciplines appropriate to the position.
OR
2. I have 4 years of experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
3. I have a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Evaluation of Education:
Courses such as sociology, correctional administration, criminal justice, government/political science, psychology, social work, counseling, and other related social or behavioral science courses may be used to satisfy the 24-semester-hour requirement. Graduate education must have been in corrections or a related field such as criminal justice, sociology, psychology, counseling, social work, or other course work related to the position.
Evaluation of Experience:
Experience must have been gained in (1) casework in a correctional institution or in another criminal justice setting; (2) counseling in any setting, provided it required diagnostic or treatment planning skills to achieve specific social or occupational goals; or (3) work treating persons in need of social rehabilitation.
Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
Developing and executing of employee assistance and organization wellness programs.
Organizing and implementing programs, plans, and proposals involving agency resources, or that require extensive changes in established procedures.
Applying a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness, and the ability to apply those methods to measure efficiency, identify problems, improve effectiveness and to recommend corrective measures.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Medical Requirements: Applicants must be physically able to perform efficiently the duties of the position. For most positions, good distant vision in one eye and ability to read, without strain, printed material the size of typewritten characters are required, glasses permitted. Ability to hear the conversational voice, with or without a hearing aid, is required for most positions; however, some positions may be suitable for the deaf. There may be a few positions the duties of which can be performed efficiently and safely by the blind or the deaf; therefore, applications will be accepted from individuals who are blind or deaf. In most instances, an amputation of arm, hand, leg, or foot will not disqualify an applicant for appointment, although it may be necessary that this condition be compensated by use of satisfactory prosthesis. Applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or to others will disqualify for appointment.
Contracting Officer Representative (COR) Level II certification: The incumbent must meet the Federal Acquisition Institute experience requirements and training recommendations for at least Contracting Officer Representative (COR) Level II certification. Required to have and maintain this certification, as they will perform the duties of COR for a mission-critical services contract that involves oversight and administration of the employee assistance program task order for headquarters.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
