Duties
As a Program Analyst, you will:
Prepare and analyze policies, procedures, and guidance documents to implement the Department's responsibilities on environmental matters involving Housing programs.
Work with all pertinent HUD program and environmental staff to develop administrative policies and procedures for Housing programs to implement the National Environmental Policy Act and related laws and rules through incorporating such policies and procedures into HUD program issuances.
Analyze existing procedures to ensure compliance with internal policies and to identify more efficient and effective methods for accomplishing work.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-13 is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
Serving as a subject matter expert, advising clients and senior level management on the technical complexities of the National Environmental Protection Act and all related federal laws and authorities for compliance with HUD environmental policy; AND
Reviewing the results of environmental assessments for the purpose of composing both Phase I ESA reports and Part 50 environmental reviews to document compliance with all applicable regulations; AND
Developing training materials or providing technical assistance related to implementing environmental requirements.
Specialized experience for the GS-12 is one year of experience at the GS-11 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
