This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties

- Collaborate with the Director of CHIPS Workforce Strategy to set targets for establishing a diverse semiconductor workforce. - Engage with partner organizations in the private sector and academia to ensure implementation and compliance with CHIPS Workforce Development requirements - Formulate Workforce Development requirements and guide them through the internal approval process - Manage relationships with contractors to enhance CHIPS Program Office Workforce Development capacity - Communicate with media and federal and state policymakers, providing updates on CHIPS Act Workforce Development implementation - Initiate strategic partnerships with industry associations and academic institutions - Enhance the internal capacity of the CHIPS Workforce division

Qualifications

This position requires one year (52 weeks) of specialized experience equivalent to at least the GS-14 (ZA-IV at NIST). Specialized experience is defined as: - Leading program management efforts, including initiating key administrative initiatives, coordinating requirement gathering and conceptualization with internal teams, overseeing the development process, and executing implementation with external partners - Collaborating with senior management, such as a Director, to set and achieve strategic objectives in workforce development - Drafting, reviewing, and implementing internal guidelines and policies that govern partnerships and collaborations with external entities. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
