This position is located at Departmental Offices, Terrorism and Financial Intelligence-Office of Foreign Assets Control, OFAC. As a Senior Enforcement Investigations Coordinator, you will be responsible for investigating possible violations of the sanctions programs administered by OFAC, recommending or taking appropriate action in response to such apparent violations, as well as other duties including coordinating blocking notifications, within the United States.
Duties
As a Senior Enforcement Investigations Coordinator, you will:
Conduct a wide variety of investigations of possible violations of the economic sanctions' programs administered by OFAC, including the most complex, sensitive, or challenging cases.
Review case information, prepare and serve administrative subpoenas, conduct open source and other research about targets and industries, interview witnesses, review documents, and speak with potential violators and their counsel.
Serve as a technical expert on sanctions enforcement and its processes - including the use of OFAC's authorities and investigative tools - and share such information with others in Enforcement through formal and informal trainings, document review, and other means.
Advise Supervisory Sanctions Enforcement Officer and Assistant Director on complex enforcement strategies and dispositions.
Provide advice and assistance on Divison-wide organizational matters, including technical, procedural, and strategic matters to improve internal processes and procedures.
Coordinate with other Divisions within OFAC, including Licensing, Compliance, the Office of Global Targeting, and Policy, as well as within Treasury and the interagency, to ensure that related matters are handled in a coordinated and holistic manner.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for the GS-14 includes ALL of the following:
Overseeing, coordinating, managing and/or conducting investigations of international commercial or trade transactions and U.S. economic sanctions administered by OFAC; AND
Applying written and oral communication skills in investigations of international commercial or trade transactions, and U.S. economic sanctions to convey findings, analysis, and recommendations; AND
Compiling and analyzing information to identify facts and issues, determine priorities, research precedents, organize documentary evidence, and apply law and policy to facts found.
Examples of this type of experience could include but is not limited to utilizing investigative strategies and techniques (e.g., use of subpoenas, research tools, and witness interviews); and/or an understanding of international trade and finance transactions, export controls or international trade compliance regulations and economic sanctions programs.
