The Program Specialist - Telehealth Coordinator works the Telehealth Program and is under the direct supervision of the FTC. This position supports the continuum of patient care by utilizing innovative technologies with particular emphasis on Home Telehealth (HT), Clinical Video Telehealth (CVT), and Store and Forward Telehealth (SFT) programs at a facility level to enhance Veteran centric care.
Duties
Major duties include but not limited to:
Responsible for assisting the FTC with overall Telehealth program day-to-day operations.
Executes position responsibilities that demonstrate leadership, experience, and innovative approaches for patient care management within the Telehealth Program.
Collaborates with FTC in all planning efforts for program development aimed at improving service as needed to improve efficiencies:
Analyze and collect data for needs assessment, program planning, and program evaluation.
Oversee the program specialists by monitoring new/current clinic activations as well as consult/order to ensure they are within compliance to procedures and rules, participating in meeting proposals, and providing training/development.
Ensure scheduling pathway/plan/responsibilities are appropriate and independently work to make needed changes.
Coordinate Master Telehealth Service Agreements (MTSA) or Telehealth Service Agreements (TSA) in Telehealth Management Platform (TMP). Coordinate with the FTC to create and monitor interfacility agreements within VISN 19 to provide veteran care.
Create and track TSA development to ensure that appropriate agreements are in place for new and existing services as well as ensure yearly renewal per program guidelines. This includes inter- and intra-facility agreements
Monitors performance on national, VISN, and local objectives and initiatives. Works both independently and collaboratively with team members to create solutions and implement new strategies.
Communicates with involved parties to ensure progress and expectations.
Generate Standard Operating Procedures (SOPs) and ensure adequate training plans/verification for all new programs. Ensure SOPs are updated as needed and per guidelines.
Respond to training and review of program processes with all staff involved. This work will be done in collaboration with the Facility Technology Coordinator, RN educator, Communication Specialist, and Lead Technical Clinical Technician. o Communication with all parties for agreement with program plan
Serves as independent professional in analyzing data and situations, presenting data, offering solutions, and facilitating improvement in Telehealth services and projects. This work involves coordination with VISN partners, Salt Lake staff/leadership, and CBOC managers/staff.
Incumbent will supervisor Telehealth Equipment Inventory, equipment refresh process, and/or equipment transfers to/from VA- Healthcare. This will require collaboration with the Facility Technology Manager for Telehealth.
Reviews and analyzes all Telehealth program policies to determine program compliance and quality assurance; monitors renewal needs of service agreements and MOUs.
Incumbent will directly report to the FTC and work collaboratively with the FTC, TCTs, MH Hub Manager, all program line managers and staff, VISN Telehealth staff, as well as Veterans, with quality customer service.
Incumbent analyzes and evaluates the effectiveness of Telehealth program operations in meeting established goals and objectives (based upon local and network goals). Provides submission of data or narratives regarding program goals to FTC.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: helping clinical, administrative, and technical personnel with planning and development of new applications, development of effective evaluative methodologies, facilitating communications, and providing education and training; establishing standards for equipment and technologies; coordinating the development of policies and procedures which ensure compliance with National VHA directives and accrediting entities; coordinating with VISN personnel to maximize use of existing resources; experience with program management, program administration and support, and direction/long-range planning.Develop written planning documents, prepare, and deliver presentations to multiple groups with some assistance and oversight. Conduct sophisticated analyses which may include computer modeling and financial assessments, and lead project groups that may be very large and multidisciplinary in nature. Assists with analysis and evaluates the effectiveness of Telehealth program operations independently to ensure that established goals and objectives (based upon local and network goals) are met and/or develops and implements plans to correct deficiencies. Education for GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. or Ph.D. or equivalent equivalent doctoral degree. OR,
Combination for GS-11: Applicants may also combine education and experience to qualify at this level. Only graduate level education may be used to qualify applicants for the GS-11 level.
You may qualify based on your experience for the GS-12 grade level as described below:

Examples of specialized experience would typically include, but are not limited to: skill in applying a wide range of advanced practices, theories and emerging information in health care, performance measures and applications; use of data software packages such as typical and atypical Microsoft Office products, VISTA, CPRS, VSSC, MCA Database, data cubes, etc.; experienced knowledge of VHA operations, national databases, analytical/descriptive and inferential statistical techniques and computer application/creation development techniques; in-depth knowledge of emerging state-of-the-art technology, VA protocol, regulations, programs and processes related to data management and use; comprehensive knowledge of the data life cycle to include data design, collection and management; leadership skills to guide and ensure success of multidisciplinary teams and to lead and manage informatics-related projects; knowledge of qualitative and quantitative techniques for collecting, analyzing and interpreting a wide variety of data to measure the effectiveness, efficiency and productivity of administrative, clinical and technical health care programs; skill in communicating both orally and in a variety of written media with all levels of end users; knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, fiscal management and budget and related administrative areas to ensure compliance; knowledge of key personnel and lines of authority within a medical facility.
