The Battle Creek VA Medical Center is hiring a Social Worker to serve at the Associate Chief of Staff (ACOS) for Mental Health Services. This position reports to the Chief of Staff and is responsible for maintaining broad authority for the management and direction of mental health operations across the Battle Creek VA Medical Center Network

Duties

GENERAL MANAGEMENT 1. The incumbent directs all activities assigned including budget and fiscal management, human resource management, strategic planning, and program management and evaluation, assuring that the clinical and administrative functions are integrated to provide optimum utilization of resources. Participates in management discussions, decisions, and policymaking, and provides program direction to other directors, managers, and assigned personnel. 2. Actively participates in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to the Veteran population. Provides input, advice, and counsel for BCVAMC planning, programming, budgeting, and general administration. 3. Manages a large, diverse Service line that provides health care Services central to the mission of BCVAMC. Establishes objectives, develops long-range and short-term goals and programs required to meet stated objectives and directs the planning and operations to complement attainment of the established goals and objectives. 4. Formulates policies and operating procedures. Assesses the impact of regional, national, and private-sector developments as they relate to the local program, making change recommendations accordingly. Develops program evaluation methodology and processes. Analyzes and evaluates the effectiveness of existing Mental Health programs in meeting established program goals and objectives. Develops plans for organizational changes accordingly. RESOURCE MANAGEMENT: 1. Coordinates and expands use of all pertinent resources available for patient care, develops cooperative relationships with internal and external stakeholders. Identifies and develops potential sources of revenue within established VA regulations. 2. Responsible for the formulation, execution, and fiscal management of the budgetary plan. 3. Assesses space allocation and determines space requirements needed to support program operations considering relevant factors such as patient and workflow, accreditation requirements, and safety concerns. 4. Identifies need for and recommends major equipment acquisition and replacement with consideration being given to timeliness of acquisition and cost effectiveness of new equipment. 5. Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed in order to carry out assigned tasks. Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives. 6. Plans and directs the administrative and technical aspects of personnel management, coordinating such functions through subordinate managers. PERFORMANCE MANAGEMENT : 1. The incumbent manages quality assurance, practices Performance Improvement, and ensures improvement activities are ongoing for all programs in the Service line. 2. The incumbent is outcome-oriented, and data driven and supports and initiates activities for High Performance Development. Incumbent is fully responsible for ensuring and maintaining the quality of services provided by the Service. CLINICAL RESPONSIBILITIES: 1. Performs consultations and evaluations. 2. Provides a full range of evidence-based psychotherapies: individual therapy, couples/family therapy, and group therapy. ACADEMIC/TEACHING/TRAINING: 1. Provides clinical supervision to various disciplines and levels of training. 2. Is involved in Clinical Training Program and Training Committee. 3. Provides leadership guidance and consultation to staff of units to which assigned. 4. Serves as a consultant to other Medical Center staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients. RESEARCH/ PROGRAM EVALUATION 1. Oversee the establishment of program monitors and outcome measurements within programs using data-driven quality assurance processes. 2. Completion of all program evaluations and documents required, ensuring compliance with appropriate accrediting bodies as appropriate. 3. Offers research guidance and to stimulate new research directions. 4. Plans and oversees the completion of personal research programs. 5. Presents outcome data and research results. 6. Prepares Requests for Proposals (RFPs) and grant proposals as needed. OTHER SIGNIFICANT RESPONSIBILITIES: 1. May serve at various times on VISN committees and task forces as requested/assigned by the Medical Center Director 2. Represents the Medical Center at professional/program community group/events and committees, in conferences/meetings with higher-ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices, and employees of State and local governments. Qualifications

Basic Requirements: United States Citizen Proficient in spoken and written English. Master's Degree in social work from a school of social work accredited by the Council on Social Work Education (CSWE). Must be licensed at the advanced practice level and capable of providing supervision under your license Experience: In additional to meeting the basic requirements as stated above, you must have the following: Grade Determinations: GS-15: The candidate must possess at least four years of experience as a VA clinical social worker with at least one-year equivalent to the GS-14 grade level. Examples of this includes but is not limited to: Managing, directing, and overseeing a major specialty program(s) at the facility, VISN, or VA Central Office level. Responsible for staffing, work assignments, budget, services provided, program criteria, day-to-day program operations, and all reporting requirements. Providing analysis and evaluation of program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. Developing and monitoring staff compliance with practice, standards and guidelines. Serving as consultant to facilities in matters of program operations. Developing and monitoring facility compliance with practice, standards, and guidelines across the VISN. Reviewing program status with facility leadership. Developing and serving as a subject matter expert for program specific policy and regulations and interface with congressional representatives. Ensuring program development, management, and evaluation that includes assessing the mission, goals, and programs of the organization in terms of psychosocial needs of Veterans, their families, and caregivers and establishing objectives consistent with organizational goals. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Ability to manage and direct unusually large interdisciplinary programs, complex organizational units, apply effective management practices, plan, design, implement, and evaluate a program(s) that encompasses a wide range of facility/healthcare system/VISN/CO activities. Ability to oversee issues related to budget projections and participate with senior leaders from the governing body, management and staff in upholding the facility mission, vision, value and strategic plan to include directly interacting with elected officials on VA related issues/concerns (i.e., members of Congress, Veterans Service Organizations, State and Local entities). Knowledge in establishing policy, procedures and quality monitors while considering multiple priorities, funding sources, and varying resources. Skill in assessing need for basic and complex services across multiple programmatic patient care venues, coordinate and expand the efforts of multiple program elements across a complex system. Knowledge to complete all program evaluations and documents required by the medical center, VISN and VHA Central Office, ensuring compliance with appropriate accrediting bodies such as The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), and Association for the Accreditation of Human Research Protection Programs (AAHRPP). Ability to orient, teach and serve as a consultant to other medical center staff and trainees and assists in their formulation of the clinical social work characteristics and appropriate treatment expectations regarding Veterans, family members and caregivers. Skill in balancing responsibilities in a complex environment and to work with great autonomy, set priorities and delegate tasks, meet multiple deadlines; analyze complex organizational problems and develop and implement effective solutions for those problems. Ability to promote and effectively manage a culturally diverse workforce which embraces the values and needs of all individuals through long-term commitment, strategic and business planning, education, experience which broadens the mindset and by fully managing human resources. References: VA handbook 5005/120, Part II, Appendix G39 Full performance level of this position is GS-15 Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles
