The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training.
This is a TEMPORARY detail or promotion, not-to-exceed 120 days
Duties
Extensive knowledge of Lean Six Sigma and systems redesign.
Provides training to a variety of staff.
Creates PowerPoint presentations, training handouts and manuals.
Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of a performance improvement project.
Monitors success and viability of projects and programs.
Strong project management skills to manage large, complex projects and programs.
Works with an interdisciplinary team to develop and implement new and innovative processes and procedures.
Leads project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project.
Conducts extensive work in analyzing data and conducting background research on the issue.
Completes complex data analysis.
Knowledge of statistic modeling.
Completes cost-benefit analysis, reviews trends, productivity, work measures and other tangible benefits for a variety of programs.
Creates designs of experiments, hypotheses, and monitors data for effectiveness.
Provides consultation to executive, service line, and program leadership by leveraging VA data analytics resources.
Develops benchmarks, and assigns a schedule or priority level to a potential project based on the needs of the organization and direct consultation with executive leadership.
Knowledge of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects.
Collaborates with a variety of internal and external stakeholders.Provides briefings to Executive Leadership Team outlining project results.
Drafts a variety of written communication.
Demonstrates VA's Integrity Commitment Advocacy Respect and Excellence (ICARE) principles in all interactions.
Incorporates voice of the customer/Veteran in all projects.
Works collaboratively to resolve challenges.
Demonstrates understanding of the importance of customer service in health care delivery.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
1) Participates in and facilitates transformative quality, safety, effectiveness, and efficiency improvement efforts.
2) Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center.
3) Knowledge of hospital operations, policies and procedures as well as VA regulations, policies, and program guidelines to identify projects the improving quality outcomes and maximize return on investment of utilized resources.
4) Knowledge of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects.

You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level..

Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.
