This position is located at head of the Office of the Chief, Veterans Transportation Program (VTP), VA Ann Arbor Healthcare System (506), Ann Arbor, MI, and regularly coordinates with member facilities of the Michigan Market Initiative. This position reports to the Assistant Director. This position supervises and manages the Michigan Market Transportation Navigation Hub, a centralized call center tasked with coordinating travel among all member facilities of the Michigan Market.
Duties
Duties Include but not limited to:
Manages the VTP Program comprised of the VTS Section, Beneficiary Travel section, and Ambulance section at the facility and the Michigan Market TNH above the facility level. Acts as the primary decision maker on complex, unique issues that are not covered under standard policies. Orchestrates policy and procedures for transportation and travel for Veterans.
Interprets legislation and provides guidance to program staff. Advises and recommends courses of action to facility and market Executive Leadership Teams, Senior Executive staff, VISN transportation staff, and National VTP staff.
Spearheads innovative approaches to accomplish missions, solve problems, respond to new policy, and implement higher quality of care in all facets of Veteran transportation.
Uses creativity and foresight to implement cutting edge technology to VA transportation operations (examples being: fleet electrification, virtual reality/augmented reality, in-transit visibility, artificial intelligence/automation, etc.).
Analyzes new technological trends and develops phased implementation plans after analyzing feasibility, costs, benefits, opportunities, and constraints.
Directly responsible for completing the Needs, Resources, and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders.
The Chief will utilize the Needs, Resources, and Stakeholders Assessment to develop a Three Year Developmental Business Plan for submission to the VTP Board of Directors and the VTP Program Office to obtain/maintain funding for the program once the Business Plan is approved.
Manages the Medical Center's Veterans Transportation Program services under the Assistant Director within the VAMC by planning developing, evaluating, marketing, and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty servicemembers, Caregivers, and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly, or receiving life dependent treatments (dialysis, chemo therapy, radiation therapy, etc.).
Work closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; CDCE; Primary Care; Mental Health; Homeless and Rehabilitation.
Work Schedule: Monday - Friday, 8:00am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must possess one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: managing a transportation program within a medical facility; managing program activities such as patient transport, ambulance claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as review of outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.); and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.:

Physical Requirements: Incumbent may be exposed to stressful working situations that will require a mature attitude, professional approach, and effective communication skills to overcome. The work requires no special physical demands, but may require standing (sometimes for long periods), walking, climbing stairs, and bending. Work may require moderate lifting. May occasionally require working in extreme temperatures (hot or cold).
