This position is for the Supervisory Transportation Specialist, which serves between the facility and VISN level and acts as the leader of the Michigan Market Transportation Navigation Hub (TNH). The incumbent supervises Transportation Assistants, coordinates with Mobility Managers across the state, solves complex issues, serves as primary contact to Veterans for transportation needs. Collaborates with Mobility Managers and their dispatch teams at VA facilities across the State of Michigan.
Duties
Duties include but are not limited to:
Manages the appropriate utilization of the Vet Ride System, including all the Administrative Portal, Veterans Health Information Systems and Technology Architecture (VistA), Beneficiary Travel Self Service System (BTSSS),Computerized Patient Record System (CPRS), Mobile Data Computer (MDC), SharePoint, Consult/Request Tracking System in processing internal consultations and/or any other programs related to VTP, VTS, Beneficiary Travel and Special Mode Transportation.
Manages demand against available resources to increase access to medical care through the organic transportation resources.
Adjusts work procedures among administrative staff according to workload of each program to assure the highest efficiency.
Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters.
Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management.
Performs analysis of budget requests to include techniques such as cost-benefit analysis or exploring alternative methods of funding.
Resolves complex Veteran transportation issues, including urgent, complex or uncertain transportation needs of Veteran patients with the patients' provider, nursing, family or other medical facilities.
Prepares oral and written reports and presentations; prepares graphs and charts that present clear, concise, and effective analytical results of, evaluations and studies performed.
Performs detailed analysis of workflow and work methods used to support recommendations, for example, utilizes various software programs to capture and analyze data for workload and staffing reviews and comparisons, i.e., to perform studies of success of the program.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
You may qualify based on your experience and/or education as described below:
GS-09 - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that demonstrates a knowledge of the transportation function(s) of the position to be filled; analyzes and evaluate information pertinent to the efficient and effective operation of Veteran Transportation Program, such as review of all outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, Beneficiary Travel expenditures and Behavioral Audit/Reconciliation Processes and customer satisfaction; generates reports and assist staff in resolving technical problems; conducts data analysis to make recommendations for improved transportation efficiencies and operational costs; maintains responsibility for management of transportation matters as it pertains to adherence of policies, procedures, and protocols; and develops and maintain collaborative relationships with Federal, State, and Local agencies

To qualify based on education for this grade level you must have a Master's or equivalent graduate degree OR have completed 2 full years of progressively higher-level graduate education leading to such a degree OR LL.M, if related. Note: this education must be from one of the following areas of study: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
