Duties
Leads a team of analysts responsible for managing reimbursable General Terms and Conditions policy, procedures, and reporting of metrics within the scope of the Government Invoicing program.
Responsible for identifying and documenting functional requirements for policies, procedures, and systems relating to the Intra-Governmental Transaction (IGT) reimbursable agreement process within DLA.
Serves as a Lead G-INV Support Agreements Manager (SAM), collecting, collating, and analyzing data required by the DLA Government Invoicing Program Management Office on a recurring basis.
Provides authoritative support to Center of Excellence (CoE) Agreements to improve the Agency's efficiency and effectiveness.
Evaluates proposed actions and business practices and assists in implementing management plans and executive decisions in relation to Support Agreement Management and G-INV.

Qualifications
To qualify for a Lead Management and Program Analyst, (General Terms & Conditions), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience with leading a team of analysts responsible for managing programs, customer relationships policy, procedures, and reporting of metrics.
Identifying and documenting functional requirements for policies, procedures, and systems relating to DLA and OUSD intra-Governmental Transaction (IGT) reimbursable agreement process within DLA.
Collecting, collating, and analyzing data required on a recurring basis.
Providing authoritative support to internal and external stakeholders (in the context of GT&Cs) to improve the Agency's efficiency and effectiveness.
Evaluating proposed actions and business practices and assists in implementing management plans and executive decisions in relation to G-invoice (G-INV).
Communicate and collaborate with key internal and external stakeholders to discuss and interpret major policies, defends Agency positions, influences, and persuades others concerning high priority Agency objectives, and provide varied advice and guidance.
