Defense Finance and Accounting Services (DFAS) mission is to lead the DoD in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.
This position is being filled at the entry grade of GS-05, Full Performance Level of GS-07.
DUTY LOCATION IS INDIANAPOLIS, IN.
Duties
Processes a variety of personnel actions to include determining appropriate appointing authority, nature of action and remarks, and setting pay.
Participates in audits of HR processes by reviewing records and generating reports or data to identify trends, identify areas for improvement, and support recommendations for changes to operational procedures.
Coordinates with payroll representatives and outside agency personnel to ensure accurate processing and maintenance of personnel records and resulting pay.
Researches regulatory guidance regarding such issues as creditable service for leave earning, completion of probationary period, within grade increases, Thrift Savings Plan (TSP) eligibility, and ensures personnel actions are appropriately entered.
Communicates with HR staff, managers, and Civilian Pay employees in researching and resolving a variety of issues involving personnel transactions, records, and interrelationship with other agency databases such as payroll.
DUTIES DESCRIBED ARE THOSE OF THE FULL-PERFORMANCE LEVEL (GS-07). DUTIES ASSIGNED TO ENTRY GRADE OF GS-05 WILL BE DEVELOPMENTAL IN NATURE.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as performing administrative support functions in the area of Human Resources (HR). Examples of specialized experience include: inputting and/or extracting data into an automated Human Resources (HR) or compensation system, verifying and updating training, benefits or personnel and position data and records, processing a variety of personnel actions related to employment, providing basic HR information to customers.
A minimum typing proficiency of 40 WPM is required.
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Education
GS-05 Substitution: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience requirement.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
