This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

General Description of Assigned Duties
The Clinical Pharmacy Supervisor assists the Chiefs of Pharmacy in planning, directing, controlling, and coordinating comprehensive inpatient and outpatient pharmacy services and comprehensive clinical pharmacy activities at the Orlando VA Medical Center including all corporate patient care locations.
Serves as resource and staff assistant to the Chief of Pharmacy Service, Associate Director, Chief of Staff, and Medical Center Director. Represents Pharmacy Service on advisory teams, boards and committees within the Medical Center, the VISN, and Department of Veterans' Affairs.
Advances clinical pharmacy practice, pharmacy and medical center research, efficient and effective drug distribution, and education to improve patient quality of life, minimize therapeutic risk and enhance clinical outcome.
Functions as a Clinical Pharmacy Specialist (CPS)/Clinical Pharmacist Practitioner (CPP) with direct patient care responsibility and provides evidence based pharmaceutical care services through both direct and indirect patient and provider interaction.
CLINICAL PRACTICE:
Serves as a physician extender/independent practitioner in the clinic, requiring the highest level of pharmacist scope of practice with minimal supervision. Principal responsibilities include pharmacotherapy management, provision of drug information services, and the development and supervision of pharmacy programs.
Directly assists clinicians in rational drug selection by providing written and/or verbal consultation. Actively participates as a member of the assigned team to assist in monitoring patient's therapy as directly related to pharmaceutical care.
Appropriately documents the care of veterans via the electronic medical chart, including completing consults in a timely manner, using appropriate billing codes, electronically signing all patient notes/orders within an appropriate amount of time, and following up on all ordered labs.
Fully utilizes the highest level of clinical privileges/scope of practice for CPSs to manage assigned patients.
Interfaces with providers, including physicians, PAs, ARNPs in the design of the veteran's treatment regimen to achieve optimization of rational and cost-effective drug therapy.
Serves as an authoritative information source on drugs and their utilization in therapy, with special emphasis on medications used in treatment of the assigned patients.
Provides consultation on selection of appropriate therapeutic regimens as a follow-up of nontherapeutic drug concentrations obtained from ambulatory care and inpatients.
May propose additional programs or services that assist the pharmacy service in providing pharmacotherapy services, with review by Pharmacy Administration.
ADMINISTRATIVE/SUPERVISORY:
Provides appropriate and timely responses to inquiries from patients and other stakeholders and represents the VA with integrity and commitment to service.
Utilizes sound personnel management practices by selecting qualified professional/supportive personnel, and assigning personnel in accordance with knowledge, skills, and abilities.
Ensures appropriate personnel management practices by:
i. Selecting qualified personnel
ii. Complying with EEO Regulations and VA policy
iii. Utilizing performance and incentive awards when appropriate
iv. Applying progressive disciplinary actions when appropriate
v. Assuring professional and non-professional qualifications are met and maintained
PROGRAM MANAGEMENT
Coordinates all administrative, clinical, and distributive programs provided by the Pharmacy Service.
Ensures all regulatory requirements for the ordering, receipt, storage, inventorying, distribution, monitoring, and destruction of Controlled Substances are met.
Identifies opportunities for improvement within the Pharmacy Service and undertakes quality assurance/performance improvement initiatives as necessary.
EDUCATION
Identifies staff continuing education needs and provides training opportunities to continually build practice skills. Participates in the training and in-servicing of pharmacists, pharmacy technicians, pharmacy students, pharmacy residents, and other medical center personnel as required.
Work Schedule: Employees will be required to work day, evening, night, weekend , holiday and or compressed, tours on a rotating schedule. The hours may vary per the needs of the service and will rotate, on a fair and equitable basis, to include weekends and holidays.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Pharmacists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Appendix G15.
Education-(Transcripts submitted):
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree, Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
OR
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure-(Must Submit Copy). All applicants must possess a full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Pharmacists assigned to this position must demonstrate the KSAs :
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
Preferred Experience: PGY1 Residency, PGY2 Residency, board certified by the Board of Pharmaceutical Specialties (BPS) in area of specialty

The full performance level of this vacancy is GS-13.
Physical Requirements: The work involves light to moderate lifting; light to moderate carrying; reaching above shoulder, use of fingers, both hands required, walking; standing; repeated bending, ability for rapid mental and muscular coordination simultaneously; near vision correctable, far vision correctable in one eye, ability to distinguish basic colors/shades of colors; hearing aid permitted. The work of this position involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. Occasional travel may be required.
