This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Total-Rewards-of-an-Allied-Health-VA-Career-Brochure.pdf This position functions as the full Associate to the Chief of Pharmacy in planning, directing, controlling and coordinating comprehensive inpatient and comprehensive clinical pharmacy activities. Serves as a resource to the Chief of Pharmacy and Executive Leadership Team. Represents Pharmacy Service on advisory teams, boards and committees within the Medical Center, the VISN, and Department of Veterans' Affairs. Advances clinical pharmacy practice, pharmacy and medical center research, efficient and effective drug distribution, and education to improve patient quality of life, minimize therapeutic risk and enhance clinical outcomes. Some of the positions functions are: Clinical/Inpatient: Develops and maintains general, specialized and subspecialized clinical and inpatient pharmacy services that are synergistic with other medical center programs, promote clinical economics, and optimize patient outcomes. Clinical programs include, but not limited to; Primary Care, Anticoagulation, Specialty (Hematology/Oncology, Cardiology, Endocrinology, Neurology, Mental Health, etc.), Acute Care, Intensive Care, and Emergency Medicine. Develops, implements and/or maintains plans to promote therapeutic appropriateness, responsiveness and safety of drug use. Through guidance and supervision, ensures quality assurance and drug utilization review activities are performed and assessed to enhance the safety and effectiveness of clinical and inpatient programs on patient outcomes. Maintains an efficient medication distribution system for unit-dose medications, hazardous and non-hazardous sterile compounding, automated medication replenishment programs, and automated dispensing technology. Administrative/Supervisory: In the absence of the Pharmacy Service Chief, assumes responsibility for the functions and activities of all the Sections and Divisions of the Pharmacy Service. Provides appropriate and timely responses to inquiries from patients and other stakeholders and represents the VA with integrity and commitment to service. Utilizes sound personnel management practices by selecting qualified professional/supportive personnel, and assigning personnel in accordance with knowledge, skills and abilities. Program Management: Effectively represents the Pharmacy Service within and outside the medical center. Functions in a manner that is viewed as being prepared, knowledgeable, and responsive in matters of the Pharmacy Service and the medical center. Functions as an information resource for the Pharmacy Service staff and other services. Coordinates all administrative, clinical, and distributive programs provided by the Pharmacy Service. Education: Identifies staff continuing education needs and provides training opportunities to continually build practice skills. Ensures drug education meets the needs of patients, pharmacy and medical center staff, and the professional community. Works closely with the Residency Program Director and provides oversight of the ASHP accredited Pharmacy Residency Training program. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Grade Determinations: In addition to the basic requirements for employment above, the following criteria must be met when determining the grade of candidates. GS-14 Associate Service Chief: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Associate Service Chief/ Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief/ Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.) Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level. Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred experience: Director or Assistant Director of Pharmacy experience in a hospital setting and/or supervisory experience in both clinical and inpatient operations. Physical Requirements: The work involves light to moderate lifting; light to moderate carrying; reaching above shoulder, use of fingers, both hands required, walking; standing; repeated bending, ability for rapid mental and muscular coordination simultaneously; near vision correctable, far vision correctable in one eye, ability to distinguish basic colors/shades of colors; hearing aid permitted.The work of this position involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. Occasional travel may be required.
