This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties include but not limited to: Program Management: 1. Serves as a resource for all OVAHCS personnel relative to pharmacy operations and any other assigned areas. 2. Ensures safe preparation and delivery of compounded sterile products, unit dose and bulk medications and hazardous compounds as outlined in USP 797 and USP 800. 3. Assists in oversight of inpatient medications and vaccines provided under Emergency Use Authorization, including staff training, inventory tracking, data reporting, participation in audits, and ensuring adherence to all conditions required for pharmacy storage and dispensing. 4. Assists in the onboarding training and competency of all pharmacy inpatient operations staff, including coordinating staff education and directly assessing initial and ongoing competencies, under the direction of Pharmacy Administration. 5. Serves as an expert in inpatient pharmacy automation and assists in ensuring standardization, optimization, and safety-oriented setting and practices. This includes automation for prescription filling, unit dose packing, sterile compounding, and any associated software programs. 6. Contributes content to pharmacy standard operating procedures or medical center policies, as assigned. 7. Contributes to oversight of appropriate storage of all medications, including review and actin to correct concerns with temperature monitoring of room temperature monitoring of room temperature, refrigerated, freezer, and ultra-cold medication freezers. 8. Pull and analyze various reports at the direction of Pharmacy Administration to monitor the efficiency and quality of Pharmacy operations, Identifies areas of concern and raises those concerns with proposed solutions. After approval, enacts solutions in a sustainable and achievable way. 9. Analyzes and responds to data and/or recommendations provided by the VISN, as approved by Pharmacy Administration. 10. Accept customer feedback and work to constructively and efficiently resolve negative experiences, including review and responding to PATS-R, White House Hotline, or Congressional inquiries at Pharmacy Administration direction. 11. Work directly with Pharmacy Supervisors and front-line staff to assist in dissemination of new operational initiatives or changes to current operational practices. Dispensing/Distribution 1. Assists in directing a controlled substance distribution system that assures accuracy, legible labeling, quick responsiveness, and inventory accountability. 2. Reviews the patient's medication profile prior to dispensing medications. Screens drug profile for normal dosing range and drug interactions, recognizing the special drug considerations of the age and stage of life of the patient. 3. Monitors patient profiles and ensures contained information is correct and up to date, including any history of drug interactions. 4. Participates in the training and in-servicing of pharmacists, pharmacy technicians, pharmacy students, pharmacy residents, and other medical center personnel as required. 2. Provides highly specialized education and training support to other professional services in the broad area of advanced pharmacotherapy. 3. May serve as preceptor and/or mentor for pharmacy students and pharmacy residents; maintains at least minimum ASHP requirements for resident preceptorship. Drug Information and Research 1. Maintains a current knowledge of therapeutics and disease management. 2. Provides timely and accurate responses to drug information inquiries. 3. Serves as preceptor of resident's research projects and continuing education seminars, as assigned. Quality Management 1. Responsible for the coordination and supervision of all pharmacotherapy management activities in area of assignment. This includes management of a clinical practice within area of expertise including scheduling, reviewing consults, providing patient care, and assuring coverage of clinical services. 2. Participate in Performance Improvement activities of Pharmacy as related to the assigned area. 3. Appropriately reviews and reports all adverse drug events or suspected drug errors. Work Schedule: Employees will be required to work day, evening, night, weekend , holiday and or compressed, tours on a rotating schedule. The hours may vary per the needs of the service and will rotate, on a fair and equitable basis, to include weekends and holidays. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Appendix G15. Education-(Transcripts submitted): (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree, Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) OR (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure-(Submit Copy). All applicants must possess a full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: (a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. (b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacists assigned to this position must demonstrate the KSAs : a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. Preferred Experience: Post-graduate experience in inpatient pharmacy operations References: VA Handbook 5005, Part II, Appendix G15, Licensed Pharmacist Qualification Standards. The full performance level of this vacancy is GS-13. Physical Requirements: The work involves light to moderate lifting; light to moderate carrying; reaching above shoulder, use of fingers, both hands required, walking; standing; repeated bending, ability for rapid mental and muscular coordination simultaneously; near vision correctable, far vision correctable in one eye, ability to distinguish basic colors/shades of colors; hearing aid permitted. The work of this position involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. Occasional travel may be required.
