THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROGRAM ANALYST - Title 5, Position Description Number T5825400 and is part of the WI JFHQ G3, Wisconsin National Guard.
Duties
Reviews, evaluates and analyzes obligations and expenditures.
Prepares directorate or division summaries from reports submitted by Major Subordinate Commands (MSC)*.
Provides recommendations to subordinate organizations for proper management of programs.
Based on budget guidance received from higher headquarters, develops an annual budget for programs.
Researches and interprets personnel and training regulations, DA Pam's, Circulars, and NGB guidance.
Develops and prepares current year program spreadsheets.

Qualifications
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: To qualify at the GS-09 level, applicant must have one year experience to at least the GS-07 level. Candidate must be able to communicate proficiently with other organizations. Experience with being able to review, evaluate and analyze obligations and expenditures. Candidate should have experience being able to summarize and interpret significant data collected and compile reports and manage equations. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Preferred applicants use software such as word processing, spreadsheets, data, and analytical software, etc. to facilitate work to also include GFEBS.
Education
Graduate Education:Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for position at GS-9 Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement
Combining Education and Experience:Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
