This position is located in the USDA, Office of the Chief Financial Officer, ACFO, Financial Policy and Planning, Working Capital Fund Division. The incumbent is responsible for the overall management of the functions for the Working Capital Fund Division (WCF); planning, organizing, leading controlling and evaluating WCF operations to protect and ensure the financial health of the fund and to ensure that it responds to the program needs of the USDA agencies.

Duties

Provides guidance to subordinate managers in establishing priorities, developing plans, resolving problems, and dedicating resources. Advises the Secretary, Chief Financial Officer, Assistant Secretary for Administration, other General Officers, OCFO managers and program managers in planning, developing and implementing Departmental policies and programs for assigned functions. Interprets laws, departmental policies, Comptroller General Decisions, OMB, Treasury and other executive branch financial management directives. Provides oversight and support to ensure proper accounting for the use of funds, and to assist division mangers at all levels in properly accounting for their obligations and expenditures. Serves as a first and second level supervisor and ensures the implementation of the goals and objectives as set by the Division for the programs and organizations that are serviced. Serves as liaison with the Office of Budget and Program Analysis, the Office of Management and Budget, and the Congress on matters relating to Departmental budget activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements: One year at the GS-14 is required to be eligible for the GS-15. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted. The Accounting Series, 0510, occupations have specific educational requirements which apply to all positions. Transcripts are required at the time of application. BASIC REQUIREMENTS must be met in addition to Specialized Experience requirements (see EDUCATION section). SPECIALIZED EXPERIENCE: To Qualify for the GS-15, you must have one year of specialized experience, equivalent to the G S-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Supervisory Accountant, GS-0510-15. Specialized experience for this position is defined as follows: (1) Experience managing a team or project, disseminating work, setting priorities as it relates to accounting and financial matters; (2) Knowledge of accounting principles, standards, practices and procedures as well as an expert knowledge of all phases of the Congressional budgetary processes; overseeing federal budget and appropriations processes, applying laws, regulations, policies, and procedures governing administrative appropriations; 3) Experience providing guidance and direction in developing new policy concepts and experience monitoring financial obligations, expenditures of program funds and approved budgets and executing budgets and funding formulation; AND (4) Experience Communicating fiscal matters to multiple levels of a federal agency or similar. NOTE: This experience must be demonstrated on your resume/supporting documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

BASIC REQUIREMENTS:
1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or
was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term
"accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as
"accountant and/or auditor.")
or
2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting
experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must
also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours
of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15
semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the
applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation
engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has
determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that
equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of
the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24
semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
