The incumbent serves as a Program Specialist responsible for performing a variety of complex programmatic and administrative assignments supporting the Fair Trade Practices Program Office of Deputy Administrator and provides technical and administrative analysis and summaries, operations and administrative /infrastructure support, administrative support, and independent project management.
Telework is authorized based on agency policy.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Analyze communication gaps and develops strategies to meet the need to communicate program and administration operational information.
Design and conduct comprehensive management studies to identify and propose solutions to policies and programs within the framework of legislation, policies, and regulations of the Department.
Develop draft materials based on information gathered from program staff and other sources and finalizes documents to ensure submission within deadlines.
Liaison between the Chief of Staff, Office of the Deputy Administrator and other Divisions in identifying issues or problems for management consideration.
Serve as a policy coordinator for all administrative and internal business operation policies.
Coordinate staff and senior leadership virtual and in-person meetings such as developing the agenda and taking meeting notes on sensitive and controversial matters.
Work with Chief of Staff and Office of the Deputy Administrator to establish a strategic plan to ensure that records are identified, scheduled, maintained, archived, and disposed of appropriately.
Use standards offered by records management staff for managing records in all formats, including disposition policies, metadata creation and preservation, records management, and audit control.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates::
Experience assisting with project management on multiple projects.
Experience drafting written materials based on information gathered from program staff and other sources within required timeframes.
Experience suggesting and supporting the implementation of operational improvements in an organization.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Developed and implemented effective project management processes and methodologies.
Experience drafting and finalizing written materials based on information gathered from program staff and other sources within required timeframes.
Experience suggesting and implementing or coordinating the operational improvements in an organization.
Note: There is no education substitution for this grade level.
