Duties
You will develop detailed plans, set priorities for projects, prepare budgetary justifications, and coordinate the allocation of resources to implement C4I systems.
You will provide technical and management oversight on standards and policy, budget submissions, personnel requirements, training requirements, and facility upgrades as applied to the C4I systems.
You will be the program manager for assigned programs such as NC3, Centrix, Global Command Control System (GCCS), Tactical Messaging, Cyber Network Defense (CND), etc.) and is responsible to acquire the necessary resources.
You will serve as a senior advisor on C4I systems for the command and provide advice to key management personnel at the station and the region on new and proposed C4I programs.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 641 within 12 months of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a Government issued passport.
- You will be required to successfully complete a pre-appointment physical examination.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Performing assignments using a variety of established techniques.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating with high-ranking management and technical specialists or their representatives.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Planning, coordinating work, or advising on efforts.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving problems by influencing or motivating individuals or groups.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
*Experience analyzing, planning, designing, developing, and installing large-scale integrated communication systems.
*Experience applying principles and practices in order to review and resolve difficult and complex C4I problems.
*Experience utilizing C4I operating techniques, digital, analog, and Radio Frequency (RF) communication requirements and procedures used by the command and other organizations.
*Experience defining, coordinating, planning, and satisfying user requirements for C4I equipment, systems, and services in a consistent manner.
