Duties

You will advise/assist personnel in the proper operation of various complex network systems of the UARNOC such as Global IT-21 infrastructure, Non-Secure Internet Protocol Router (NIPR), Secure Internet Protocol Router (SIPR), etc. You will monitor and assist network operators in the performance of fault management on the systems and networks in order to reduce down time or outages relevant to mission performance. You will assist the Information Systems Security Manager ensuring the control and integrity of the networking systems against attack through the use of malicious code, and/or denial of service attacks. You will manage capacity planning and prediction modeling to include resource utilization to ensure that sufficient capacity exists and is available to meet the needs of the end-user community particularly when peak or unexpected workloads arise.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 441 within 12 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Responding to DNS requests and troubleshooting issues. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Gathering, exchanging, and providing information regarding network operations, circuit connectivity, configurations, database management, assigning Domain names and IP addresses, resolving problems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicating orally and in writing, making sound and mature decisions, and giving advice and direction to superiors as well as subordinates regarding network operations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Using judgment when required to adapt or improvise procedures to accommodate unusual occurrences. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: GG-09: *Experience assisting with providing technical and operational assistance to the fleet in support of the IT21 global networking infrastructure. *Experience assisting with guidelines, principles, practices, techniques, and regulations of DON Information technology and telecommunications relating to internetworking and networking security directives which apply to transmission, retrieval, and storage of sensitive material, database and file management, and connectivity unique to the UARNOC. *Experience assisting with resolving ship to shore networking issues across the entire system equipment string and provide direct assistance with planned and contingency communication shifts from one region to the other. *Experience assisting with ensure compliance with current policies for connective and compatibility with the Department of the Navy (DON) global network infrastructure. This position is within the Work Category Technician & Administrative at Work Level Entry/Developmental, Series and Grade GG-09. GG-11: *Experience providing technical and operational assistance to the fleet in support of the IT21 global networking infrastructure. *Experience applying guidelines, principles, practices, techniques, and regulations of DON Information technology and telecommunications relating to internetworking and networking security directives which apply to transmission, retrieval, and storage of sensitive material, database and file management, and connectivity unique to the UARNOC. *Experience resolving ship to shore networking issues across the entire system equipment string and provide direct assistance with planned and contingency communication shifts from one region to the other. *Experience ensuring compliance with current policies for connective and compatibility with the Department of the Navy (DON) global network infrastructure. This position is within the Work Category Technician & Administrative at Work Level Full Performance, Series and Grade GG-11. Education

GG-09:
Master's or equivalent graduate degree;
or 2 full years of progressively higher level graduate education leading to such a degree.

GG-11:
Successfully completed a Ph.D. or equivalent doctoral degree; or
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
