About the Position: Serves as a Government Information Specialist (FOIA/PA) for the Joint Activities Command at Fort Liberty, NC.
Duties
Serve as the Mandatory Declassification Review Program Manager.
Oversee the processing of Freedom of Information Act (FOIA) requests.
Respond to Freedom of Information Act (FOIA) requests on behalf of the Command.
Evaluate Freedom of Information Act (FOIA) requests to determine relevant Command offices that could have responsive documents.
Review Freedom of Information Act/Privacy Act requests and the records responsive to such requests.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, this position is subject to a pre-employment urinalysis screening, and random testing thereafter.
- Must be willing to submit to Counterintelligence Polygraph if required.
- May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
- May be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
- Incumbent must complete FOIA training within six months of being hired, if not already certified.
- This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 25% of the time.
- Position is subject to one year probationary period, unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) Reviewing legal interpretations, decisions, and precedents pertaining to the Freedom of Information Act/Privacy Act; 2) Applying classification and declassification procedures to information requests; 3) Processing Freedom of Information Act/ Privacy Act requests in accordance with established guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
