The Architect of the Capitol (AOC) has an exciting opportunity for an experienced Human Resources leader to serve as an expert and principal advisor for the agency’s talent acquisition program. The incumbent will serve as Branch Chief in planning, developing and executing progressive talent acquisition strategies and processes involving a predominantly Federal Wage Grade workforce in addition to General Schedule and Exempt staff.

Specialized experience: is experience that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.
Examples of specialized experience for this position include:
(1) Expertise in applying comprehensive technical knowledge of human resources (HR)-related laws, regulations, policies, principles, and practices to develop, administer and manage talent acquisition activities (i.e. sourcing, recruitment, selection and onboarding processes for Federal Wage Grade and General Schedule position vacancies, reviewing and approving HR-related actions and other talent acquisition activities);
(2) Demonstrates knowledge of relevant talent acquisition policies and procedures, and automated recruitment systems by advising on recruitment methods and strategies, preparing and advertising positions and certifying candidates for referral;
(3) Delivering expert knowledge in talent acquisition human resource specialty areas (e.g., recruitment, candidate assessments, pay setting, special hiring/appointment authorities and/or use of incentives) in order to provide advice and guidance in the development of solutions to very complex problems and to advise on best course of action;
(4) Experience in providing continuing advice and guidance in areas that include, but are not limited to, career staffing, processes and procedures, appointment authorities, and comprehensive talent acquisition activities.
(5) Independently and accurately advising staff, managers, supervisors, program managers, and/or point-of-contacts on difficult and unusual recruitment, placement, and pay issues or other relevant issues.
Education
There is no educational requirement for the Human Resources Management series (0201); however, a bachelor’s degree is preferred. SHRM-CP/SCP or PHR/SPHR certification is also preferred but not required.
