Duties

Serves as a technical training advisor and program administrator to Senior Managers and Senior Supervisors within the Operations and Maintenance Division. Independently provides direction regarding major phases of program planning, administrative policies, and major changes in procedures. Incumbent makes decisions, selects methods, and develops and executes short and long-range initiatives under the Maintenance Division Government Employee Technical Training and Sustainment Program. Incumbent develops source information and training materials based on results obtained by extensive fact finding, engineering technology trades, and facility sustainment rules, regulations, and policies. Instructs civilian mechanics at the helper, intermediate and full journey level grade of multiple trades.

Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes supervising or administering a training program related to facilities (real property) sustainment, or industrial trade experience (i.e. HVAC, Electrical, Plumbing, etc.). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled, such as, HVAC Technology, Facilities Management, or Operations Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Curriculum DevelopmentEducation and Training Program AdministrationTeaching OthersTraining and Education Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
