The primary purpose of this position is: To serve as an Organizational Policy Officer at the Air Staff level responsible for development and application of USAF-wide organizational philosophy, objectives, principles and policies. Applies this knowledge to USAF-wide organizational and management problems and develops solutions.
Duties
Analyzes and develops organizational initiatives, applying established organizational policies and principals to assess the impact of the change on the affected activity and other major Air Force structures. Ensures compliance with organizational policies, instructions and CSAF guidance.
Actively and independently consults with key customers. Acts as senior organizational consultant to commands and functional agencies.
Develops, coordinates and issues Department of the Air Force Manpower and Organization (DAF/A1M) letters by authority of the Secretary of the Air Force. These letters are the only authoritative documents for the constitution, activation, redesignation, assignment, reassignment, inactivation, and disbandment of Air Force units.
Independently responsible for information depicting the organizational structure and functional responsibilities of assigned MAJCOMs, FOAs, and DRUs. Responsible for maintenance and management of the Organization Information Management System to include an array of organization data, i.e., number of wings and squadrons, organization charts, etc.
Prepares reports, briefings, submissions, justifications and background papers. Researches background materials, assembles, analyzes, correlates and presents findings and recommendations in appropriate format for higher level decision-makers.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
Knowledge of Manpower functions, theories and techniques to include Manpower
programming/allocation/requirements processing.
Knowledge of instructions/regulations/guidelines/policies applicable to Manpower.
Knowledge of productivity/quality improvement tools and techniques.
Ability to prepare written and oral information clearly, concisely, and effectively.
Ability to gather, assembles, and analyzes facts, use statistical analyses tools, draw conclusions and devise solutions to problems.
Ability to communicate effectively both orally and in writing; negotiates complex issues; maintains good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
