About the Position: This position as Supervisory Procuement Analyst, NH-1102-04, is with US Medical Command (MEDCOM), Health Care Acquitsion Activity, Office of the Principle Assistant Responsible for Contract (PARC)/Commander (CDR), a field operating Activity (FOA) attached to HQ MEDCOM.
Duties
Serve as Senior functional expert in leadership supervisory position on the USAHCA Staff.
Assign work and establishes priorities, such as evaluating performance of subordinates, counseling and instruction.
Utilize Federal, departmental agency and local contract laws and regulation and procedures to plan appropriate practices.
Develop USAHCA Contract operational support for healthcare delivery for the Army Medical Department.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires a 3-year tenure agreement except as tailored by the CAE for KLPS or as identified below for ACAT I PM's and DPM.
- This is a critical acquisition position/key leadership position.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This Positions requires a PM for MDAPs (ACAT I), a tenure agreement period of 4 years.
- This position requires a Tenure agreement period of a minimum of 4 years or closest to next miles stone.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency,
OR
(2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:.
Specialized Experience One year of specialized experience which includes serving as senior technical advisor for PARC in supporting role of Medcom Command General, and direct liaison with Assistant Secretary of the Army for Acquisition, conducting the Health Care Delivery Contact Support Program, which includes staff business advice for MACOM, performing the full range of administrative and technical supervisory duties per day-to-day established duties in support of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or NH-03).
