This position is with the St. Paul District, Engineering and Construction Division (E&C). The St. Paul District E&C designs water resource projects to benefit the people of Minnesota, Wisconsin, North Dakota, South Dakota, and Iowa, and the nation. These projects support inland navigation, flood risk management, and environmental restoration. E&C also provides emergency response to disasters.

Duties

In this position, the incumbent works under the supervision of the Deputy Chief, Engineering and Construction Division, or one of the Supervisors. The incumbent serves as an administrative assistant to the supervisor by performing administrative and clerical duties requiring a good working knowledge of the organization and programs of the Division. Serve as clerical/administrative support staff coordinating the clerical and day-to-day administrative support activities required to accomplish the work of the Division that consists of four subordinate Branches with approximately 120+ positions. Service provided is designed to relieve the Division Chief, Deputy Chief, Engineering and Construction Division, Branch Chiefs, Section Chiefs and other professional or support staff of administrative matters for which they are responsible. Assist Engineering and Construction Division's admin staff when needed due to admin staff absences. Perform or oversees a variety of clerical and support duties such as typing and clerical work assigned to the Engineering and Construction Division. This includes updating of project status reports, maintenance of the Engineering and Construction Division’s Safety and training plans, and other administrative or project related support. Receive telephone and personal visitors for the Division, Branch and Section Chiefs. Review response to correspondence for grammar, punctuation, spelling, clarity, and conformance with established guidelines for proper military and non-military style. Prepare a variety of administrative reports and schedules for the Engineering and Construction Division requiring an understanding and familiarity of all functions. Monitor Engineering and Construction Division/Branch/Section program execution and use of appropriated funds allocated to the Division for approved training plan and timekeeping. Completes necessary arrangements and logistics for Engineering and Construction Division personnel related to official travel.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience Requirements: GS-06 Specialized Experience: One year of specialized experience which includes meeting TWO OF THE FOLLOWING: 1) Operate a financial management system for tracking time and attendance; 2) complete travel arrangements; 3) prepare and edit complex documents and/or reports; and 4) utilize automated software, such as Microsoft Excel, Microsoft Word, or Microsoft Power Point to prepare correspondence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Selective Placement Factor: This position requires a selective placement factor as a qualified typist. A qualified typist can type 40words per minute based on a 5 minute sample with three or fewer errors.
