This position is located in the Executive Office of the President, Office of the National Cyber Director (ONCD), Office of Resource Management and Administration (ORMA). The office is responsible for managing, overseeing and coordinating ONCD human capital management, manpower, position management, budget and finance, contractual agreements, government audits, training needs assessment, records management and memoranda of agreements.
Duties
As a Human Capital Specialist, GS-0301-14, your typical work assignments may include the following:
Serves as the primary human capital specialist, providing advice and strategic planning to ONCD leadership in all aspects of human capital management.
Works with managers, human resources staff, and other community councils/organizations to determine innovative approaches to hiring the right talent commensurate with the unique and specific needs of ONCD.
Works with managers to ensure employees are given clearly defined and consistently communicated performance expectations.
Aligns the office human resources policies and programs with organization mission, strategic goals and performance outcomes.
Prepares packages for QRB and Presidential Rank Award submission.
Provides advice and assistance to ONCD leadership and staff on actions affecting the human resource element of ONCD. Serves as liaison with the Office of Administration, Human Resources Division.
Serves as the on-site system administrator for SLDCADA time and attendance program.
Serves as the training program liaison between ONCD and OA/HRMD.
Serves as an advisor to agency-wide Boards (e.g., Executive Resources Board, Performance Review Board, and Personnel Advisory Board).

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-14 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) developing or modifying Human Resource policies, standard operating procedures or programs 2) providing guidance on proposed policies for assigned personnel action programs to a wide variety of individuals, managers, and key officials and 3) providing human capital support to senior leadership on various human resource disciplines, but not limited to, manpower, position management, budget and finance, contractual agreements, government audits, training needs assessment, records management and memoranda of agreements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
